JOB SUMMARY:

The Director, Health Outcome Payer Liaison, will be the scientific interface for communicating health economic and outcome data and the value of BioCryst products to US payer organizations and other health care access decision makers. The incumbent, as an individual contributor, will be a field-based expert, who uses their experience/knowledge of evidence generation, managed care, health policy, and pharmacoeconomics to support BioCryst’s payer strategy development and implementation. He/she/they will engage in peer-to-peer scientific and health economic discussions with decision makers within the US public and private health care sectors, including but not limited to, managed care organizations, specialty pharmacy providers, pharmacy benefit managers, integrated delivery networks, and accountable care organizations to optimize reimbursement and access of BioCryst’s products. As a member of the Value & Access team, the Director, Health Outcome Payer Liaison, will cultivate strong internal partnerships across Global and US Market Access and Medical functions. He/she/they will also provide strategic, technical, and training support on health economic and outcome information to account directors, as well as monitor the evolving US payer landscape with respect to external dynamics and opportunities, such as, but not limited to, the Inflation Reduction Act, value-based contracting, and payer research collaborations. ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide tailored communication of scientific, health outcomes, and health policy information to health care access decision makers and payers (e.g., Commercial, Medicaid, Medicare, IHS).
  • Develop strong, reliable business partnerships with health care access decision makers and be a vital resource with respect to BioCryst’s products and the diseases they treat.
  • Identify key payer organizations and work with internal and external partners to overcome existing obstacles/barriers to advance optimal patient access to BioCryst’s products.
  • Monitor the general and disease-specific market and payer landscapes and keep the organization up to date with important changes and reforms.
  • Develop and maintain relevant disease-state expertise.
  • Proactively engage in and conduct health outcome and economic discussions, formally participate in class reviews, and answer information requests with health care access decision makers and payers.
  • Identify opportunities for and develop payer research collaborations.
  • Provide internal training and education on health outcome data (branded and unbranded) to account managers, MSLs, other functions and leadership.
  • Propose and support innovative product contracting (including value-based agreements) with key health plans.

 

EXPERIENCE & QUALIFICATIONS:

  • Advanced degree (PhD, MD, ScD, PharmD) in relevant HEOR discipline with a minimum of seven (7) years of experience; or a Master s degree (e.g., MSc, MPH) with a minimum of ten (10) years of relevant, post-graduation experience.
  • Experience across the following: Managed Care/PBM, VA/DoD, CMS, State Medicaid, healthcare consulting, or pharmaceutical industry. Prior Payer Liaison experience strongly preferred.
  • Demonstrated experience communicating health outcome and economic data to health care access decision makers; account management experience an advantage.
  • Expert knowledge of payer requirements, health policy issues, innovative payment models, and value frameworks in the US.
  • Experience identifying strategic payer collaborations and leading the design and conduct of corresponding research studies, including protocols, analytic plans, study reports, and publications.
  • Excellent interpersonal skills with an ability to leverage scientific acumen and deep expertise to understand, respond and influence effectively across multiple internal and external customers.
  • Demonstrated ability to function with an increasing level of autonomy, influence without authority, create a productive internal/external network of internal/external relationships, and adapt to changing market dynamics and competitive challenges.
  • Proactive and effective problem-solving and prioritization skills when faced with obstacles/challenges.
  • Action and results oriented - excellent organization, interpersonal and influencing skills.
  • Committed to excellence in the successful achievement of company, department, and individual objectives.
  • Ability to travel as necessary, up to 75% at peak times.
