Fluke is seeking an experienced government contracting professional to join our Legal team. This is a critical position responsible for managing Fluke’s U.S. Government sell-side contracting process and supporting government compliance programs. The GCM collaborates closely with Fluke Legal, Operations, Compliance, Finance, Sales, Cybersecurity experts, and Technical Operations to advance the business and mitigate associated risk. Accordingly, the successful candidate must enjoy communicating and collaborating cross-functionally and interacting regularly with senior management and government employees. Role is based in Everett, Washington but will consider remote candidates.

Position Overview

The Government Contracts Manager serves as the primary point of contact throughout the life of the U.S. Federal Government (USG) contract. Responsibilities include contract administration, conflict of interest oversight, and advising the business on operational compliance required by Fluke USG contracts.

In This Role You Will

  • Manage the contract lifecycle, including proposals, quotes, negotiations, awards, change orders, modifications, contract administration and close out
  • Review and analyze terms and conditions and advise on compliance with FAR, GSAR, DFARS, other agency-specific regulations, and Executive Orders
  • Collaborate with cross functional teams on proposals and contract/negotiation strategy, performance work statements, statements of work, and service level agreements
  • Coordinate responses to RFIs, Sources Sought, and RFQs and perform final evaluation of Fluke responses prior to submission
  • Conduct risk assessments
  • Serve as the interface between USG Contracting Officers and the Fluke team and collaborate with business stakeholders to resolve contractual issues and disputes
  • Stay current on trends and developments related to USG contracts, such as regulatory changes, and partner with corporate IT security team to ensure Fluke meets cybersecurity compliance requirements
  • Develop and present USG contracts compliance training to business teams
  • Manage SAM registration and updates, Federal Supply Schedule (FSS) contract management and updates, and FSS Industrial Funding Fee payments
  • Drive continuous improvement and sustainment of contract policies, processes, and standard work

We Are Seeking Candidates With The Following Proven Experience

  • Minimum of 8 to 12 years’ USG contracting
  • Supporting USG contracting with Department of Defense agencies, General Services Administration, Department of Energy, NASA, and other federal agencies
  • Knowledge of and experience applying FAR, GSAR, DEAR, and DFARS requirements in contract development, management, and governance
  • USG Commercial Item contracts administration
  • Managing simple to complex contract awards and proposals
  • Familiarity with the Cybersecurity Maturity Model Certification (CMMC) program and contractual requirements
  • Communicating effectively with all management levels, functional teams, and customers
  • Working positively and productively in a team environment with strong oral and written communication, leadership, and people skills
  • Managing competing priorities with strong project management and critical thinking skills

This position is also eligible for bonus as part of the total compensation package.

The salary range for this position (in local currency) is 86,100.00 - 159,900.00. Base pay offered may vary depending on various factors, including, but not limited to: job-related knowledge; skills; experience; and other eligibility factors such as geographic location. The Total Rewards package includes competitive base pay and an opportunity to enroll in a variety of benefit programs, generally including health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance programs, and several programs that provide for both paid and unpaid time away from work.
