Primary Purpose

This position supports "Essex, an Emmes Company". Essex is a biomedical informatics and health information technology-focused consultancy founded in 2009 and headquartered in Rockville, MD. The Essex team comprises experts with extensive experience in strategically developing and managing complex health and biomedical information programs for clients in the Federal Government, research academia, and private sectors.

We are seeking a highly skilled, innovative, and visionary Vice President of Biomedical Informatics & Data Science (VP, BI&DS) to spearhead our company’s efforts in advancing biomedical and health informatics, bioinformatics and clinical informatics solutions across Federal Government, academic research, and private sectors. The VP, BI&DS will lead the health informatics, bioinformatics and clinical data management and reporting solutions delivery initiatives. This leadership position will play a pivotal role in shaping the biomedical informatics and data science roadmap, health informatics and standards, bioinformatics and clinical informatics methodologies delivering strategic advisory services and supporting business development initiatives.

The VP, BI&DS will lead initiatives in precision health from a clinical informatics perspective, leveraging patient data to personalize healthcare delivery and will oversee various aspects of quality compliance and client delivery, all while navigating the complexities of a matrix consulting environment. This role requires a senior leader who embodies strong people management skills to lead and inspire teams, as well as hands-on familiarity of consulting best practices to ensure successful client engagement and delivery.

In addition to overseeing biomedical informatics and data sciences capabilities for Federal Government, academic research, and private sector-related clients; responsibilities include formulating both short-term and long-term program strategies that align with the company's overall business objectives. This includes supporting health informatics, bioinformatics, clinical data management as well as partnering with Program Strategy & Delivery and Modern Technology & Engineering leadership, ensuring the organization remains at the forefront of innovation in the federal health IT arena.

This role is ideal for an accomplished bioinformatics leader who thrives in a collaborative environment, driving innovative strategies in computational genomics, biomedical informatics and health informatics strategies and business growth through innovation, strategic advising, and cultivating key relationships with stakeholders across Federal Government, academic research, and private sectors.

Responsibilities

  • Develop and implement plans and objectives for the division to align with overall corporate-level goals and priorities. Assess and report progress in meeting divisional strategic goals and objectives.
  • Generate necessary reports for the leadership team; includes tracking and escalation oversight of divisional risks and issue management.
  • Responsible for coordinating regular divisional meetings and follow-up.
  • Responsible for cross-team management and communications in a matrixed environment.
  • Maintain compliance with internal policies and external regulations as directed.
  • Oversee staff performance management, career development, training opportunities, promotion path strategies and oversight of annual performance evaluations.
  • Responsible for overall divisional resourcing/staffing needs and oversight, e.g., forecasts/ analysis, interviewing, new hire onboarding and ongoing training and certifications.
  • Oversee compliance of divisional staff-related resource allocation and time reporting, e.g., internal non-billable initiatives, client billable and time off requests.
  • Support business development and client account growth services and solutions, staffing and the overall quality of delivery components.
  • Support Quality Assurance (QA) and Process Quality Assurance (PQA) activities.
    • Oversee continuous improvement initiatives and updates.
    • Develop, review/refine and/or approve SOPs.
    • Ensure quality and consistency of divisional deliverables and work products.
  • Manage divisional knowledge base, training, templates and client project delivery development and implementation best practices.
  • Manage divisional sales and marketing activities and publications/articles/events and conferences.
  • Strong communication and interpersonal skills with ability to interact with internal leadership and business groups, clients, vendors and external partners.
  • Experience writing, executing and assessing performance management plans.

Biomedical Informatics & Data Science Leadership

  • Drive Business Growth: Actively pursue new business development opportunities within Federal Government, academic research, and private sectors. Lead proposal development efforts, presenting innovative program and project management and strategic business analysis solutions tailored to client-specific needs.
  • Client Relationship Management: Cultivate and strengthen relationships with key clients and stakeholders, ensuring long-term partnerships. Engage with C-suite executives, government officials, and senior management to identify pain points and propose tailored solutions.
  • Collaborate with Sales & Marketing: Work closely with sales, marketing, and client engagement and delivery teams to position the company’s biomedical informatics and data science solutions effectively in the marketplace. Support the development of go-to-market strategies for biomedical informatics, health informatics, bioinformatics and clinical informatics/data management solutions.
  • Consultative Sales Support: Lead biomedical informatics and data science solution consultations during the sales process, articulating how the company's customized approach and accelerators can solve client challenges and drive value in Federal Government, academic research, and private sectors.

Advisory & Consultation

  • Provide strategic consultation to stakeholders internally and externally, guiding them through complex biomedical informatics and data science and interoperability delivery challenges.
  • Serve as a trusted advisor for internal and external stakeholders, translating biomedical informatics, health informatics, bioinformatics and clinical data management solutions and concepts into actionable business strategies.

Business Development & Solutions Consultation

  • Propose and drive business development efforts by identifying and developing new opportunities for biomedical research informatics and health information technology-focused consultancy support within the Federal Government, academic research, and private sectors.
  • Lead solutions consultation efforts, presenting tailored biomedical informatics and data science solutions that meet the specific needs of healthcare and life sciences organizations.
  • Collaborate closely with sales and marketing teams to support go-to-market strategies for biomedical informatics and data science including health informatics, bioinformatics and clinical data management and reporting solutions.
  • Cultivate and manage key client relationships to ensure long-term partnerships and repeat business.

Client & Industry Expertise

  • Biomedical Informatics & Data Science Relationship Management: Oversee relationship management of key clients supporting biomedical research informatics and health information technology-focused consulting, ensuring alignment with client goals, timelines, and regulatory requirements.
  • Personalized Medicine & Genomics: Knowledge of personalized medicine applications and the integration of genomic data into healthcare technology platforms.
  • Healthcare Data Management: Deep understanding of health data interoperability, EHR/EMR systems, and federal health data standards (e.g., FHIR, HL7).
  • Clinical Informatics, Clinical Data Management & Reporting: Expertise: Deep understanding of clinical trials and cancer research.
  • Industry Leadership in Clinical Research & Public Health: Maintain and leverage in-depth knowledge of public health regulations and clinical trial processes, enabling the company to remain a leader in Federal Health IT solutions. Anticipate and address trends in biomedical informatics, data standards, clinical informatics, personalized medicine, genomics, and precision healthcare to position the company for future success.

Qualifications

  • Education: Minimum BS/BA in Computer Science, Life Science or related field. M.D., Ph. D. and/or Master’s degree preferred. Focus in Biomedical Science and Bioinformatics.
  • Experience: Minimum of 10 years in senior biomedical informatics and data science strategy and delivery leadership roles, with a focus on health informatics and interoperability frameworks and methodologies. Proven track record in developing and implementing large-scale biomedical informatics and data science strategies in Federal Government, academic research, and private sectors.
  • Industry Knowledge: Strong knowledge of health informatics, bioinformatics, clinical data management and public health. Experience overseeing large-scale bioinformatics, artificial intelligence (AI), clinical data management and data analytics projects.
  • Leadership & Business Acumen: Demonstrated success in leading geographically distributed teams, managing cross-functional program strategy and delivery units, and fostering high-level client relationships.
  • Business Development: Expand the company's portfolio through strategic partnerships and innovation in biomedical data solutions. Experience in business development, client portfolio management, and solutions consultation within the Federal Government, academic research, and private sectors.
  • Regulatory & Compliance Knowledge: Understanding of clinical research regulations, healthcare privacy laws, and public health data management. Experience with federal data security and compliance standards, e.g., HIPAA, FISMA, FedRAMP.
  • Government Federal Health IT Expertise: Experience managing consulting solutions for federal agencies such as NIH, CDC and HHS preferred.
