This hybrid position will be based Philadelphia, PA

 

SUMMARY OF DUTIES:

 

This position is accountable for cost-effective procurements, of low to medium complexity, of varying dollar amounts.  Responsible for transactional procurement activities, to include Supplier on-boarding, as well as processing, executing, managing and expediting Purchase Orders, in the ERP systems. Additionally, this role supports commodity strategies, including Supplier Performance monitoring, executes competitive bidding processes and negotiations, cost / price analysis, and awarding of Purchase Orders.  Manages commodity classification and projects, as assigned. Supports other Team Memebers during increased activities associated with high volume / high profile Projects.  Applies knowledge of Federal Procurement Regulations, to include compliance with terms of funding (i.e. Flowdowns)  and may negotiate terms and conditions associated with assigned Purchase Orders, Blanket Purchase Orders and /  or Contracts, under the supervision or guidance from senior-level Procurement personnel or the Law Department. 


ESSENTIAL FUNCTIONS:


• Provides procurement services to support Amtrak business units, to include but not limited to solicitation, negotiation of price, contractual terms and conditions of purchase, cost / price analyses and administers and maintains Purchase Orders and Blanket Purchase Orders. 
• Regularly interfaces with Stakeholders of all levels, for assigned Purchase Orders or projects.  
• Maintains and processes a high volume of Requisitions and  Purchase Orders, in accordance with Department policy,to support the business needs. 
• Develops and utilizes proficiency in the ERP systems to problem-solve and assist both Stakeholders and / or suppliers, as needed, to include assisting with Supplier invoicing.
• Maintains and manages Suppliers, with focus on total cost and leadtime improvements.
• Maintains and exhibits the highest code of ethics and conduct.
• Negotiates procurement contracts involving variable costs and non-standard terms and conditions. 
• Prepares and maintains Purchase Orders and Contracts that are financially and legally sound, to ensure enforcement of contractual requirements and compliance with Amtrak’s policies and procedures, in accordance with Federal Procurement Regulations and/or the Uniform Commercial Code, as applicable.
• Partners with other Procurement and Logistics functions, to include Planning, Procurement, Business Improvement, and Material Control, as well as with other departments to include Engineering, Finance, etc.. 
• Provides excellent Customer Service, both internal and external, when engaging with Stakeholders and Suppliers.


MINIMUM QUALIFICATIONS:

 

• BS in Business Administration or related field or a minimum of 4 years of relevant experience in lieu of a bachelor’s degree.
• Knowledge of procure-to-pay processes, types of procurement contracts, commodity pricing, quality standards, sources of supply (including diversity suppliers), statement of work, negotiation techniques, value analysis and other cost savings methods.
• Experience in purchasing or materials planning or related fields.
• Effectively works under a matrix management structure.
• Must be able to work with and communicate effectively, in writing and verbally, with all levels of the organization and with Suppliers.
• Proficiency in business acumen, financial and analytical acumen, written and verbal communication, presentation skills, and implementation and execution.
• Written and verbal communication skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms / conditions and acceptability of items to specifications.
• Self-starter with good analytical skills and practical approach to problem solving.
• Demonstrate ability to learn new tasks, to maintain and increase effectiveness in position.
• Must be detail-oriented and attentive to timelines and deadlines, to ensure project completion and effective follow-through.
• Ability to work in a fast-paced environment with frequently changing and / or competing priorities, and high volume of procurement transactions.
• Basic understanding of / competency in Microsoft Suite products (i.e. Outlook, Excel, Word, Powerpoint, etc.)


PREFERRED QUALIFICATIONS:

 

• BS in Business Administration or related field plus 2 years of relevant experience
• Experience in SAP/Ariba 
• Understanding of or hands-on Project Management experience.
• Experience in manufacturing environment; ability to understand blueprints.

Working Conditions:

• Constantly works in a fast-paced, extremely time sensitive environment, often with frequently changing priorities.
• Frequently handles multiple projects, simultaneously.  
• Infrequent travel throughout and outside the region as required (e.g., via airplane, train, automobile).
• Works daily in the SAP and integrated Ariba system.


COMMUNICATIONS AND INTERPERSONAL SKILLS:


Must have excellent oral and written communication skills.

 

The salary/hourly range is $65,500-$84,888, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
