Job Summary

The Lead Program Analyst, Operational Resiliency & Crisis Management contributes to the development, implementation, testing and maintenance of the capabilities within the Operational Resiliency & Crisis Management (ORCM) function of the Cyber & Information Security department. The ORCM function promotes Point32Health’s ability to prepare for, and successfully recover from unplanned events that may result in material harm to the Point32Health organization or our constituents.

This position will interface with various levels of staff and management throughout the organization, working with planners to proactively support operational resiliency efforts, recovery plan maintenance, educating stakeholders of their roles, reinforcing responsibilities, and support operational resiliency and incident/crisis management. Given the breadth of the program, tasks may be technical or business oriented.

Responsibilities also include managing cross-functional initiatives with moderate complexity, risk and/or cost. Responsibilities may include developing new programs as well as managing ongoing programs.

Changes to programs will require negotiation and change management skills to implement. The individual in this role is expected to resolve most obstacles to ensure success and progress. The Lead Program Analyst, Operational Resiliency & Crisis Management should make recommendations for change by performing basic analytical and problem-solving capabilities to support the recommendation.

Key Responsibilities/Duties – what you will be doing

•    Lead the project communications and interface with internal and external constituents to ensure that the program and project goals are met for assigned projects/work.
•    Support risk assessment, business impact analysis, and business continuity strategies.
•    Implement program changes based on defined process improvement opportunities. 
•   Lead cross-functional operational resiliency events of all sizes and high-severity incident/crisis events across the Point32Health organization.
•    Assist and support the cost feasibility of solutions and make recommendations that support objectives.
•    Lead and assist in quality reviews of business and technical recovery plans with stakeholders.
•    Maintain and support operational resiliency awareness and training programs.
•    Lead various tabletop, simulation exercises across the business, technology, vendor, and business stakeholder communities.
•    Ensures that project management tools, processes, standards, and techniques are followed.
•    Other duties and projects as assigned.
 

Qualifications – what you need to perform the job

EDUCATION, CERTIFICATION AND LICENSURE: 

•    Business Continuity /Operational Resiliency / Crisis Management or related certification(s), e.g., ABCP, CBCP.

•   Bachelors degree preferred, but not required
•    Project management certification is desired, but not required

EXPERIENCE (minimum years required):
•    3-5 years of business continuity and/or disaster recovery experience
•    Program management or equivalent experience leading significant initiatives 

SKILL REQUIREMENTS: 
•    Ability to thrive in a matrixed environment that demands a consultative approach and solutions.
•    Outstanding relationship management skills required, including very strong situational leadership skills to effectively manage difficult group dynamics and reach a positive outcome.
•    Accomplished multi-disciplinary team leader and team-builder with the ability to oversee a team of project managers and willingness to take a hands-on approach.
•    High level oral, written, and presentation skills, including ability to obtain buy-in from internal and external senior leaders on new programs and changes to existing programs. 

•    Must have experience or aptitude and willingness to obtain expertise to effectively manage unplanned events and incidents of varying complexity
•    Must be flexible and a proponent/champion of change, able to conceptualize and envision the impact of change, and propose new ways to do business.
•    Ability to balance strong leadership on day-to-day program management while understanding the broader needs and vision for the program.
•    Ability to present technical information in a way that establishes rapport, persuades others, and gains understanding.
•    Familiarity with business continuity, disaster recovery, incident management practices, tools
•    Proficiency with Microsoft 365 products (Word, Excel, PowerPoint, SharePoint, Teams).
•    Ability to utilize multiple applications simultaneously.

WORKING CONDITIONS AND ADDITIONAL REQUIREMENTS (include special requirements, e.g., lifting, travel):
•    Fast-paced office environment handling multiple demands. Moderate use of telephone and extensive use of PC required.
•    Requires that the individual be organized while being readily adaptable to changes in work priorities.  
•    Flexible hours permitted providing the needs of the organization are met.  
•    May require occasional evening or weekend hours as the needs of the organization dictate.  
•    May require occasional vendor site visits, or attendance at seminars. 
•    Must be able to work under normal office conditions and work from home as required.
•    Work may require simultaneous use of a telephone/headset and PC/keyboard and sitting for extended durations. 
•    May be required to work additional hours beyond standard work schedule.
