Description

The Proposal Manager position at NexGen Data Systems (NGDS) will provide capture management, proposal management, and prospect management responsibilities. This will include the oversight of proposal activities, completion of internal review and approval processes, management of proposal schedules and deadlines, and defining proposal compliance matrices and outlines. This position will monitor proposal progress, coordinate proposal activities and personnel, support proposal pricing, monitor solicitation notifications, and manage proposal databases. Proposals will range from short routine customer responses to longer, formal proposals. At times, multiple proposals may be in progress concurrently. This person will report directly to the Director of Operations and will work closely with the rest of the leadership team. This position will be responsible for identifying, monitoring, tracking, and providing updates on solicitations and business development opportunities. A solid history of federal proposal and/or contracts management experience working for a Defense Contractor is required. Experience with NIWC (SPAWAR) and writing IT proposals strongly preferred. This position will require proposal writing experience that follows the system engineering lifecycle methodologies.   

Duties and Responsibilities:

  • Review Market Surveys, Requests for Information (RFIs), Pre-Solicitation, Solicitations, Requests for Proposal (RFPs), Requests for Quotes (RFQs), Invitations for Bid (IFBs), etc. and make bid/no-bid recommendations.
  • Lead and manage capture management efforts, including research, analysis, strategy, and recommendations for business development efforts. 
  • Lead and manage all proposal development efforts from the initial kick-off meeting through the final proposal submission.
  • Coordinate and facilitate the scheduling and execution of kick-off meetings, collaboration meetings, pricing meetings, internal peer reviews, external peer reviews, cost reviews, approval meetings, and other proposal activities.
  • Identify, track, monitor, and report on business development opportunities.
  • Review and analyze all solicitation instructions, conditions, and notices and act as subject matter expert on proposal submission requirements, including all incorporated FAR clauses, evaluation criteria, SOWs, pricing format, etc. to establish proposal strategies and provide insight to proposal team members during the development of proposals.
  • Develop proposal strategies, plans, schedules, tasks, team member assignments, and track the execution and completion of all proposal development activities assigned to proposal team members (both internal and external).
  • Develop compliance matrix and manage the successful fulfillment of all requirements.
  • Develop proposal outlines and consolidate proposal inputs from multiple contributors (both internal and external) for all volumes (technical, pricing, etc.)
  • Work with the proposal development team, which may include the Program Manager, Contracts Manager, Project Managers, Functional Managers, Technical Leads, Subject Matter Experts, Technical Writers, Executives, HR, and Controller, to develop and organize proposal content for all factors (corporate capabilities, management approaches, past performance, cost proposals, etc.).
  • Review and analyze all proposal content to ensure clarity, conciseness, responsiveness and compliance with all stated requirements and consistency across all factors (corporate capabilities, management approach, past performance, cost proposal, etc.)
  • Perform technical editing of proposal content, as needed, to help ensure accuracy, clarity, conciseness, and consistency (both technically and stylistically) across all volumes. 
  • Perform analysis of unique support and pricing requirements for direct labor, travel, materials, and ODCs, including evaluation of specific LC descriptions and requirements, and work with the Controller and Human Resources (HR) department on salary surveys and other research as necessary for relevant proposals.
  • Compile and complete all representations, certifications, responsibility documentation, and standard forms for relevant proposals.
  • Coordinate data calls and collect information from external team members (subcontractors) or provide data call responses to external team members (prime contractor) as necessary for relevant proposals.
  • Submit all proposal correspondence, including questions, responses, updates, extensions, and act as the company liaison with the Contracting Officer Representative (COR), Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO), or Ordering Contracting Officer (OCO).
  • Develop written policies, processes, procedures, guidelines, templates, schedules, and work instructions for routine capture management and proposal management tasks.
  • Compile and maintain detailed up-to-date past performance database records for all active and closed contracts in accordance with company security/confidentiality policies and generally accepted accounting practices.

Requirements

 Required/Desired Skills:

  • 10+ years proposal management experience working for a defense contractor
  • 5+ years of capture management experience for a defense contractor
  • Strong working knowledge of general government contracting and reporting requirements
  • Experience supporting NIWC (SPAWAR) and IT proposals strongly preferred
  • Working knowledge of various contract types (Cost Plus, T&M, FFP, etc.)
  • Strong analytical, problem-solving, critical-thinking, and decision-making capabilities with sound judgment
  • Strong written and verbal communication skills
  • Strong understanding of and experience with technical writing that follows system engineering lifecycle methodologies  
  • Excellent attention to detail and organizational skills with ability to consistently complete tasks accurately and in a timely manner
  • Ability to work independently and with minimal supervision
  • Team player with ability to multitask and work in fast-paced environment
  • Strong Proficiency with Microsoft Office Word and Excel is desired
  • Working knowledge of FAR, FTR, and other applicable government regulations
  • Strong self-motivation and stellar work ethic 
  • Effective interpersonal skills that enable interaction with a variety of personalities while maintaining a calm, professional, friendly demeanor 
  • Ability to handle highly confidential information and operate with the highest level of confidentiality
  • Bachelor’s Degree in Business Administration, Accounting, Finance, or another related field is required
  • Certified Professional Contract Manager or Certified Federal Contract Manager strongly preferred
  • Project Management Professional (PMP) certification is a plus
  • Shipley certification is a plus
