This position is 100% remote, candidates must be local to San Diego, CA.

SAIC’s Business Enablement organization is seeking an experienced and highly adaptable Contracts Principal to manage contracts/proposals in the Navy Business Group. The position requires knowledge of the government contracts field and will conduct the preparation, negotiation, acceptance, and management of government contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This role requires extensive contracting knowledge of and experience in the federal government. This position requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships.

Duties Include

  • Serve as strategic interface to customer contacts (Contracting Officers and acquisition specialists), including lead negotiator for proposals supported.
  • Educate various internal and external partners on contracting strategies, marketplace dynamics and competitive strategies; sharing insights to elevate team thinking and communicate trade-off considerations effectively.
  • Strategic mindset with a focus on driving innovation and adapting to evolving business landscape.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements. The candidate should have a proven track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
  • Strong grasp of methods to mitigate Organizational Conflicts of Interest.
  • Reviewing contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.
  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Represents organization as a prime contact on contracts or projects.
  • Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.
  • Develops solutions to complex problems, which require the regular use of ingenuity and innovation.
  • Ensures solutions are consistent with organization objectives.
  • Supports commercial work as well as complex efforts including Firm Fixed Price (FFP) defined delivery efforts.
  • Proposal preparation; negotiation and administration of various contracts to include Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple Task Order contracts development; preparation, negotiation, and administration of teaming agreements and proprietary information agreements; collection and submission of data for regulatory reporting; and management of OCI Plans.
  • Excellent communication and presentation skills, with ability to influence and build relationships.
  • Strong negotiation, oral, and written communication skills.

Qualifications

Required Education and Qualifications

  • Bachelor’s Degree in Business Administration, or a related business discipline, and minimum ten (10) years experience. Master's Degree in Business Administration or a related business discipline, and eight (8) Additional 4 years of experience in lieu of degree.
  • US Citizenship Required.
  • Ability to obtain a TS/SCI clearance.
  • Cost proposal experience is required.
  • Thorough understanding and wide application of principles, concepts, practices, and standards in contract administration.
  • Full knowledge of industry practices.
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, TINA and CAS.
  • Excellent negotiation, oral, and written communication skills are required.
  • Effective critical thinking skills and ability to assimilate.
  • Experience in contract risk management and negotiation.
  • Strong written correspondence skills.
  • Ability to synthesize complex legal & contractual topics and communicate to internal (or external) collaborators with different backgrounds and disciplines.
  • Ability to work independently with minimal supervision.
  • Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
  • Deliver on commitments be reliable, highly organized and structured, risk sensitive, agile and creative.

Desired Qualifications

  • Active TS/SCI clearance.

Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
