Position Description SAIC is seeking an experienced and highly adaptable individual to join its Strategic Proposal Team as a Senior Subcontracts Analyst focused on providing subcontracts proposal support. This individual will serve as a strategic partner to key stakeholders across SAIC throughout the capture and proposal process for complex, high dollar value solicitations with large and diverse teams of subcontractor partners. This role shall begin support early in the acquisition lifecycle to support SAIC corporate initiatives, market research, small business participation goals and a solid solution for SAIC’s prime contract bid. Subcontract support continues throughout the draft/final solicitation phases supporting the development of compliant prime and subcontractor proposal submissions. Upon award, this role engages with SAIC program management and SCAs designated for execution in select pre-award preparation activities to enable a successful transition of the work for execution upon contract award.

This position will support various proposals within SAIC’s Civilian Business Group and requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships with partners. This role requires personnel to have a thorough understanding of FAR/other government contract clauses as the individual will be responsible for compliance with all subcontract specific government contract requirements, internal policies and all Federal, State and applicable laws.

Primary Duties And Responsibilities Include

  • Serving as the subcontract knowledge expert on proposal teams, advising Capture and Business Development professionals on proper agreement types and risks associated with teaming and solicitation requirements impacting subcontractors.
  • Influencing and educating various internal and external partners on subcontracting strategies, marketplace dynamics and competitive strategies.
  • Developing teaming relationships and subcontracting strategies to optimize SAIC’s interests and mitigate business and financial risk
  • Developing, facilitating, negotiating and administering pre-contract agreements (teaming agreements, non-disclosure agreements, letters of intent, etc.).
  • Reviewing and fully understanding the RFP/subcontract, developing action items, providing strategic considerations and coordinating with capture team to formulate guidance to subcontractors (development of SOW, LCats needed, escalation recommendation, security requirements, place of performance, etc.)
  • Developing comprehensive and compliant Subcontractor Request for Proposals (RFPs) with all applicable supporting documentation to meet SAIC and proposal requirements.
  • Reviewing subcontractor proposal submissions for compliance and accuracy and distributing proposal data to SAIC capture team as appropriate.
  • Drafting compliant and compelling write-up for subcontracts related proposal materials for inclusion in SAIC’s prime proposal narrative(s) with applicable supporting documentation; which may include, but not limited to teammate selection, price analysis, substantiation of SAIC policies/procedures, teammate data, compliance documentation, consent package(s), EEO pre-award clearance, organization conflict of interest (OCI) inputs, sealed packages, small business participation and utilization plans, etc.
  • Conducting subcontractor cost/price analysis in accordance with SAIC policies and government solicitation requirements.
  • Developing a negotiation position in coordination with capture team and engaging in negotiations with all teammates, as necessary.
  • Regularly interacting with internal customers, management (at all levels), and members of functional management with regard to acquisition requirements and issue resolution.

Qualifications

Required Education and Qualifications

  • Bachelor’s Degree in Business Administration, or a related business discipline, and minimum six (6) years of experience.
  • US Citizenship Required
  • Experience and knowledge of FAR, DFAR and other regulations.
  • Experience issuing RFQs and RFPs to subcontractors.
  • Experience performing price analysis on services type subcontracts.
  • Experience negotiation Teaming Agreements.
  • Experience in Microsoft Excel / Teams / MS Office.
  • Excellent negotiation, oral, and written communication skills are required.
  • Effective critical thinking skills and ability to assimilate.
  • Ability to work independently with minimal supervision.
  • Strong team player.
  • Attention to detail.
