Project Summary

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID has asked AMELA to conduct an evaluation activity on the Afghanistan Job Creation Program-Turquoise Mountain Trust (AJCP-TMT). The goal of the Activity is to create jobs and exports in direct-to-market sales of finished Afghan carpet and jewelry products and support new jobs, particularly for women.

Position Summary

The Evaluation Researcher will play an important role in collecting data and assisting in analysis for the assessment report. The Evaluation Researcher will work under the direction of the Evaluation Team Lead and the Permanent Team Lead. The estimated level of efforts for this position is effort of 30 days.

Responsibilities

  • Assist and advise the AMELA full time staff as needed during the coordination and engagement phase prior to data collection.
  • Participate in training and testing of data collection tools in preparation for data collection.
  • Conduct key informant interviews and/or administer surveys.
  • Assist the team in analyzing collected data.
  • Availability to advise on the final report as needed.

Qualifications

  • Bachelor’s degree in a related field is required.
  • Minimum three years of relevant international development experience, with a relevant mix of experience in evaluating and assessing livelihood, economic development, and/or value chain programs in developing countries, is required.
  • Experience and expertise in various forms of evaluation and qualitative data collection.
  • Experience with relevant value chains, livelihood/job creation, and/or economic growth in the development sector is highly desired.
  • Proficiency in English and Pashto/Dari required.
