Job description

Chemonics International Inc. is an international development consulting firm headquartered in Washington, D.C. with more than 28 years of experience partnering with USAID in Ukraine. We are seeking a Finance and Operations Director for the anticipated USAID-funded “Resilient Systems for Transparent, Reliable, and Effective Pharmaceutical Governance (RESTORE)”. The five-year, $25-50 million program will aim to strengthen and align the pharmaceutical system in Ukraine to European Union norms and standards and enhance transparency and cost-efficiency for desired health outcomes. This activity would support the ongoing efforts of the Government of Ukraine (GoU) and its civil society partners to transform its healthcare system to effectively meet the needs of its citizens by providing technical assistance in support of the GoU, civil society, and the private sector to improve the public procurement, distribution, and availability of quality-assured medicines and health commodities. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities

  • Oversee finances operations for all project activities and offices, including procurement, grants, construction, logistics, human resources, accounting and finance, and records.
  • Manage the contract budget and prepare financial reports for submission to USAID.
  • Ensure that expended funds comply with U.S. government regulations and policies.
  • Ensure compliance with Ukrainian laws in operational and financial management.
  • Liaise with local entities such as project bank, tax registration and local business authorities, and ensure registrations and certifications are up to date and compliant. 
  • Enact fraud mitigation practices and ensure that the systems and processes are in place to effectively support award implementation.
  • Identify gaps in operational procedures and bottlenecks that hinder program implementation and outcome achievement and recommend solutions.
  • Ensure the completion of all financial reporting for program donors in a timely and accurate manner.
  • Oversee the recruitment processes in compliance with Chemonics established procedures.
  • Manage all onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies.
  • Provide the chief of party with effective and ongoing reporting on all matters relevant to the efficient management of finances and operations.

Qualifications

  • Bachelor’s degree in business administration, economics or other relevant field preferred. Masters degree a plus; 
  • At least eight (8) years of experience in financial management for large complex projects, of which at least three years related to work on donor-funded programs in Ukraine or Central or Eastern Europe;
  • In-depth knowledge of the operating environment, financial, and employment regulations in Ukraine; 
  • Demonstrated ability to effectively manage a team; 
  • Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities;
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment; 
  • Strong interpersonal, writing and oral presentation skills in English required; and fluency/professional proficiency in Ukrainian preferred.
