Project Summary
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary
The Senior Technical Advisor, in conjunction with the Team Lead and AMELA Management Team, will be responsible for providing technical support in enhancing the Program Office’s organizational effectiveness. The Advisor will assist USAID/Afghanistan in reviewing the processes and standard operating procedures (SOPs) underlaying the Mission’s technical work. The purpose of the review is to improve efficiency and utilization of Mission processes and SOPs. The review should identify problems and user experiences and seek to ensure that any refinements to the process are both user and stakeholder centric, while also aligned with wider USAID requirements, and the broader aims of USAID’s work. The Advisor will play a pivotal role in shaping and co-creating processes, tools, and structures for the assignment. The estimated level of effort for this position is up to 95 days.
Responsibilities
- Provide technical leadership and guidance throughout the review process ensuring alignment with the scope of work (SOW).
- Advise on the design and facilitation of coordination meetings, workshops, learning platforms, capacity building exercises, and other events.
- Contribute to the development and implementation of organizational development strategies based on evidence, offering advice on best practices and innovative solutions.
- Provide technical support to staff, consultants, and partners ensuring technical aspects under the AMELA contract are effectively addressed.
Qualifications
- Bachelor's degree in any aspect of international development is required. Master's degree is preferred.
- Minimum seven years of relevant experience with USAID SOPs and Mission technical operations across the various areas covered by the processes listed above is required.
- Experience working in Afghanistan is preferable.
- Experience delivering high-quality reports to USAID and other donors.
- Strong written and oral communication skills in English are required.
