Job Description Summary:
NSF NCAR’s Climate and Global Dynamics (CGD) Laboratory is excited to announce the job opening for a Budget Analyst I. While this position will work closely with and at the direction of the lead budget analyst and lab administrator, the primary responsibility of the Budget Analyst I is to provide high-level financial and pre-award administration, with emphasis on the creation and submission of proposals, including developing proposal budgets and preparing and reviewing proposal documents. Responsible for tracking outstanding proposals and keeping up-to-date with proposal components for investigators (Biographical Sketches, Current and Pending Support, Collaborators and Other Affiliations).

As a member of the CGD administrative teams may provide back-up support to other administrative team members as required. May provide advanced administrative support in areas including pre-award administration and other tasks requiring the use of independent judgment within established guidelines, practices and procedures.

What You Will Do

Here is a brief summary of what one would expect to be generally responsible for in this role.

Proposal submission

  • First point of contact for lab proposals. Coordinates the submission of proposals. Works closely with Principal Investigators (PIs), the NSF NCAR Budget & Planning Office, and the UCAR Contracts Office to ensure accuracy and timeliness of proposal submissions at all phases.

  • Prepares budgets, justifications, and other documents, working closely with internal and external PIs and team members. Collects forms as needed. Guides processes while monitoring deadlines and deliverables.

  • Ensures proposal submissions meet sponsor guidelines and the projects meet UCAR and NSF criteria.

  • Submits proposals using internal proposal management system as well as external systems such as NSPIRES, Fastlane, and Grants.gov.

  • May act as point of contact to external partners on lead and non-lead proposals. May assist with monitoring and tracking the status of in-process and submitted proposals.

  • Assists in maintenance of ongoing proposal-related metrics and may develop ad hoc reports on proposal data as requested.

  • Updates content and/or standardizes formatting for PI and Co-Investigator documents, including Biographical Sketches, Current and Pending Support, and Collaborators and Other Affiliations.

  • Confirms funding opportunity eligibility with the NSF NCAR Budget & Planning.

  • Creates and submits pre-award budget modifications.

  • Works with the Budget Analyst team to maintain shared spreadsheets, including CGD Active Proposals and the CGD Proposal Current/Pending database.

Supports other administrative processes in CGD based on need and availability; for example:

Financial Assistance:

  • May monitor spending on specific accounts and work toward resolution with supervisor when necessary.

  • May assist with closeout spending plans as projects end.

  • Assists with preparation of subaward/subcontract materials for funded awards.

  • Leads and approves publication payment processes

General Support to the Lab and Institution:

  • Performs backup functions for administrative staff as needed,especially those relevant to proposal or budget systems and procedures.

  • Coordinates staff training for the Proposal and Award (PandA) system.

  • Trains and coordinates proposal tasks completed by the CGD Administrative Assistant team, including unfunded collaborations and maintenance of proposal supporting documents.

  • May participate on institutional committees and working groups to help improve processes and procedures.

  • Produces ad hoc reports and assists with retrieval and collection of information when necessary.

Education and Experience:

Bachelor's degree in a relevant academic discipline, plus two years related experience, or an equivalent combination of education and experience which qualifies the individual to perform the duties as described.

  • Skilled in paying attention to detail and ensuring tasks are complete and accurate in a timely fashion.

  • Demonstrated experience, skills, and knowledge of basic budget development, accounting principles and functions, and financial analysis.

  • Ability to interpret and implement UCAR, NSF NCAR and Federal policies and procedures. Working knowledge of NSF NCAR policies and systems preferred.
