IT Concepts is seeking a highly skilled Procurement Manager to develop and execute subcontract procurement strategies in support of our business development team.  With strong leadership and decision-making skills, the ideal candidate will thrive in dynamic teams and engaging business development professional to ensure execution in accordance with purchasing system policies and procedures.

Location: Remote

Responsibilities:

  • Engauge internal customers to plan, solicit, negotiate and award subcontracts in accordance with purchasing system policies and procedures.
  • Support the business develop team in preparing market research, source justifications, various determinations required by the FAR and DFARS (contract type, make or buy, etc.).
  • Prepare and solicit RFP/RFQs.
  • Evaluate proposals/quotes in accordance with RFP/RFQ criteria.
  • Prepare, update and track small business goals and performance.
  • Implement new Purchasing Department Policies, Procedures, and forms to ensure a compliant system.
  • Train and lead purchasing department staff in supplier selection, supplier evaluation, request for quote execution and evaluation, negotiation, customer service.

Requirements

  • Experience implementing and/or administering purchasing systems
  • Good Communication (written, spoken, email, phone) skills and customer service are important in this position.
  • Capable of handling multi-tasking and frequent changes.
  • Proficient with Microsoft Office, especially with Excel.
  • Knowledge of the contracts lifecycle, subcontract processes and purchasing system requirements
  • Ability to maintain confidentiality.
  • A solid understanding of purchasing system compliance and audit requirements.
  • Knowledge of analyzing quotations and negotiating prices.
  • Ability to pay close attention to detail and coordinate various activities simultaneously.
  • Ability to communicate with supervision and co-workers in a courteous and professional manner.
  • Able to manage Purchasing Department staff.

Preferred Skills:

  • Salesforce, Technomile and Unanet experience.
