Overview

 

The Manager, Procurement Operations will be responsible for supporting the end-to-end procurement process of spend management.  The manager will operationalize the workflow of the requisition to PO process in compliance with Legal, Finance, Procurement and corporate policies and procedures.  In addition, this position will apply sourcing to drive business value including savings.   They will have a broad knowledge of the indirect categories, the source to settle process and deep experience using procurement software.  This position needs to balance the needs of the business, market dynamics and supplier capabilities to provide the best overall procurement benefit. 


Essential Functions and Responsibilities


  • Must adhere to Io Manage Procurement and purchase requisition requests across the business units and apply appropriate guidance based on Procurement, Legal and Finance guidelines.
  • Apply the sourcing process for the delivery of operational sourcing activity.  Support the implementation of new processes, policies, and technologies including creation of required documentation.
  • Manage the business process ownership of the requisition to purchase order process including system changes, testing and process changes.
  • Collaborate with Accounts Payable Finance team on a day-to-day basis to ensure that the requisitioning component of the procurement process is delivered.
  • Track and monitor Procurement operational targets and metrics where required and escalate issues as they arise.
  • Support the integration of procurement system(s) to optimize the end to end Procurement process.
  • Draft requests for competitive bids, RFXs & conduct bidding process. Evaluate results to support sourcing decisions.

Travel

  • Travel quarterly to Iovance office locations within the US.


Required Education, Skills, and Knowledge

 

  • A bachelor’s degree or relevant Procurement/Finance experience.
  • At least 8+ years of procurement/operational source to settle experience is required with core Procurement skills (e.g., supplier management and performance, category management, spend management, supply market analysis, procurement excellence, etc.).
  • Strong level of proficiency in procure to pay systems and processes for efficient management of contract documentation, templates and processing tools (e.g. eSourcing, eAuction, Point Purchasing, Coupa, SAP, Ariba and Netsuite).
  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, and risk management, etc.
  • Experience or knowledge of Center of Excellence or Shared Services operating environments
  • Ability to perform data analysis, show strategic thinking, strong project management skills and strong business acumen.
  • Excellent interpersonal, relationship management, organizational and communication skills
  • Demonstrated ability to work in a fast-paced, dynamic environment and deal with conflicting and changing priorities, while ensuring the organization can effectively and efficiently move through transitions.
  • Experience or demonstrated understanding in supporting cost reduction and value improvement programs.
