Job description

SeKON is looking for an experienced Senior Proposal Manager to join our talented and innovative team at our headquarters location in Reston, VA. This position will be remote for the foreseeable future until the coronavirus pandemic shutdown has concluded.

RESPONSIBILITIES:

  • Leads proposal management, coordination, and development for business pursuits in support of corporate initiatives and our clients’ public-sector business
  • Marshals’ resources towards developing and delivering winning solicitation responses.
  • Drives proposal activities and teams through full pursuit lifecycle.
  • Leads pre-solicitation responses (RFI, SSN, DRFP).
  • Assist the Capture/Sales Team Leaders in managing and directing all proposal efforts and personnel.
  • Develops and manage proposal schedules.
  • Develops, adheres to and guides the team to ensure a fully compliant responses and client submittals.
  • Builds and updates requirements matrices, proposal outlines, templates and schedules.
  • Helps the BD or Capture lead to coordinates teaming efforts and agreements as needed.
  • Develops proposal outlines.
  • Leads team through proposal writing, compiling sections, and managing graphics incorporation with coordination from authors and stakeholders.
  • Schedules and supports color team reviews.
  • Leads proposal production.
  • Supports the development and roll-out of training sessions and tools to enable sales teams.
  • Manages data calls with partners and captures team communications.
  • Maintains proposal portal and ensures all artifacts and documents are appropriately uploaded and stored.
  • Must be able to set and meet deadlines, demonstrate commitment to teamwork, attention to detail and follow-through.
  • Able to clearly and consistently communicate with senior leadership and partners.


REQUIREMENTS:

  • Bachelor’s degree from an accredited university.
  • Proposal training (e.g., Shipley)
  • APMP certification is a plus.
  • 5+ years of relevant proposal management experience for Federal Government customers, preferably in the health sector, civilian and or Military Health. 
  • Experience supporting proposals with HHS, its operating divisions, or DHA is preferred.
  • Experience with overseeing the development of complex proposal content. Writing and editing experience is a plus.
  • Outstanding communication skills (written and oral), facilitation and organization skills are required.
  • Must have a working knowledge of government contracting and procurement processes and regulations. Federal contracting experience required; FAR understanding is a plus.
  • Experience using business and desktop publishing software including Word, Project, Excel, PowerPoint, CRM systems (salesforce preferred), proposal management, and graphics software.
  • Thorough knowledge of various Federal purchasing vehicles (GSA Schedules, BPA’s GWACs, IDIQs).
  • Ability to adapt to a fast paced, customer focused, growing organization.
  • A strategic thinker, conceptual organizer, understanding of tactical steps and attention to detail, with strong management, communication, and interpersonal skills.
