About the Position

Dexis is seeking a Panama Maritime SME to support technical leadership in during a six-month outcome evaluation. The evaluation is for the Department of State, Bureau of Economic and Business Affairs, Office of Transportation Affairs (EB/TRA) Strategic Ports Initiative (SPI) Program. The SPI Program seeks to increase U.S. allies’ maritime port security against malign influence and to bolster port sovereignty. For this evaluation, the Panama Maritime SME will provide expert advice to the technical team on topics such as Panamanian and wider Latin American maritime issues, maritime port security, economic and trade dynamics in regard to shipping, and other matters as needed. The Panama Maritime SME will report directly to the Team Lead.

This position can be remote. This is a part-time consultancy position. 

Responsibilities

  • Serves as subject matter expert on issues related to Panamanian and Latin American maritime and port security.
  • Maintain awareness of current events related to port security, sovereignty, and the efforts of malign actors in the region.
  • Provide expert review of the technical team’s research methodology and data collection tools to include the cultural appropriateness of questions being asked and whether the questions will effectively uncover key issues in the region that will be pertinent to the evaluation.
  • Read, review, and comment on the technical team’s preliminary analyses and conclusions for accuracy and relevance to maritime issues facing Panama and the region.
  • Provide regional expertise to the team, as requested.
  • Attend interviews with regional port officials that the team organizes.
  • Attend and contribute to periodic team meetings as requested by the Team Lead.
  • Other duties as requested by the Team Lead.
Qualifications 
  • An active SECRET security clearance.
  • At least ten (10) years of experience working in the domain of maritime security.
  • Working knowledge of Spanish.
  • In-depth expertise with security issues in Panama.
  • Awareness and understanding of security issues across Latin America, particularly in the domain of maritime security.
  • Familiarity with Department of State foreign assistance programs.
  • Familiarity with Department of State and/or Department of Defense security assistance/security cooperation programs.
  • Experience providing expert regional and sectoral advice to leaders, officials, principals, and relevant stakeholders.
