About the Team
GSMA Europe represents the interest of mobile network operators in Europe and the Commonwealth of Independent States (CIS). GSMA Europe team, primarily based in Brussels, focuses on the promotion and execution of the GSMA’s global programmes and advocacy initiatives at the regional level, as well as managing and delivering regional priorities defined by its members through GSMA governance bodies.

About the Role
The role will contribute to GSMA Europe’s efforts to advance the mobile industry’s collective public policy interests at the EU and national level. You will be responsible for establishing the regulatory positions of the industry as well as developing and executing engagement strategy. You will analyse regulatory frameworks, identify regulatory reform opportunities, develop GSMA responses to consultations and advocate for reforms. Another key aspect of the role will be to develop and nurture relationships with policymakers, regulators and other stakeholders. You will also work to link our policy asks to the “big picture” by detailing how they can contribute to addressing some Europe’s key economic, social and environmental challenges.
Key roles and responsibilities include to
- Work with GSMA members to understand their perspectives, assist in the development of clear policy priorities
- Lead proactively in the policy debate and exercise judgment to propose and steer a course on message alignment and delivery that reflects the consensus but maintains a credible and positive contribution to the debate
- Develop and ensure the implementation, monitoring and evaluation of an outreach strategy to shape EU policy, regulatory and legislative outcomes, and to maximise GSMA' relationships and profile in the EU institutions
- Build and maintain relationships with key influencers in and around EU institutions, whilst raising awareness of GSMA's profile and our policy and advocacy priorities among a wider political audience
- Represent GSMA externally with governments, regulators and other third parties to advance GSMA positions
- Provide systematic monitoring, analysis and dissemination of political intelligence to inform GSMA's policy and advocacy work. Ensure that GSMA membership remains apprised of important legislative and regulatory developments
- Collaborate effectively across the GSMA. This includes working closely with other advocacy teams and technology experts to align and incorporate their messaging and with the Marketing team to disseminate the industry position.
- Assess opportunities for partnering with other organisations on a common platform
About You
The candidate will demonstrate:
- Significant experience in designing and delivering advocacy campaigns through stakeholder engagement, building evidence and delivering results
- Familiarity with the mobile industry and its policy and regulatory challenges
- Solid understanding of EU players and processes and established network of relationships among key Brussels policy stakeholders
- Fluent and compelling written and oral communications skills, in English, and at least one other EU language
- Experience establishing, managing and inspiring productive relationships with senior-level stakeholders
- Experience working in a complex and challenging environment with multiple stakeholders
- Cultural awareness and a desire to work with teams around the world
- First rate project and people management skills with the ability to handle multiple tasks at the same time
- Able to work in a small team and to show the necessary flexibility to ensure the collective job gets done, and that resource gaps are filled when and where necessary
