IREX (International Research & Exchanges Board) is seeking quotes from qualified respondents to select a consultant to create a tool to conduct media content analysis using machine learning.
This position is fully remote, allowing you to work from anywhere with a reliable internet connection.
The selected vendor will create a ready-to-use tool for conducting media content analysis based on IREX’s Media Content Analysis codebook.
Tool requirements:
Must use machine learning to automate content analysis.
Ability to analyze content in English, Spanish, and Russian.
Must be based on Co-Pilot studio or comparable software. IREX will cover the cost of software licensing.
Must be operable by IREX employees with no or little technical background and with minimal training required.
Portfolio of examples of past work using AI that are user-friendly and ready-to-use.
Required deliverables:
Ready to use tool for content analysis powered by machine learning;
Technical documentation.
User manual.
User training curriculum.
One pilot user training session for IREX staff.
The anticipated award will be a fixed price consultancy contract. IREX reserves the right to withdraw this request for proposal at any time up to award of the contract.
Proposal Technical Requirements
Individual consultants interested in providing this service must submit a proposal, including a breakdown of costs, which demonstrates the consultant’s capacity to provide:

Steps:
Text Preprocessing:
Implement functions to clean and prepare text for analysis.
Machine Learning Models:
Train models to accurately score the content based on the given instructions.
Database Integration
Security Measures:
Implement security best practices to protect user data and prevent unauthorized access.
Ensure compliance with data protection regulations (e.g., GDPR, CCPA).
Training Session:
Conduct a training session for IREX staff on how to use the tool.
Proposals must be accompanied by a budget in sufficient detail to determine the price elements, resumes of key staff that will be assigned the project, a detailed description of the method used to perform the tasks outlined, and a list of three similar assignments with contact information for the clients. Proposals should not exceed four pages in length.

If you decide to submit a proposal, it must be received no later than 5:00 p.m. Eastern Standard Time on the closing date indicated above. Late submissions will only be considered if in the best interests of the project, and then at IREX’s sole discretion. All proposals submitted must be valid for a period of not less than sixty (60) calendar days from the closing date indicated above.

Evaluation of proposals will be conducted by IREX staff. IREX may at its discretion ask for additional information or perform site visits.
Renewal
IREX reserves the right, based on availability of funding and vendor performance, to enter into subsequent contractual agreements with the winning vender for a period of up to three years without issuing a new RFP.
