Job description

Job Summary:

Aptive is seeking a Senior Program Manager to support the U.S. Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Electronic Health Record Modernization (EHRM) effort. In this position, you will be responsible for management of a large task area, with responsibilities including direct supervision of staff, oversight of workstream leads (project managers), resource allocation, risk management, and client relationship management.  In this role you will oversee day-to-day management as required by our customer and will be responsible for ensuring all work performed and deliverables submitted meet their requirement for content, quality and timeliness.

 

This position requires strong customer interaction skills, proactivity, strategic thinking, and a demonstrated ability to work with various, senior level stakeholders across multiple tasks and projects in a fast-paced, high-visibility environment.

 

Primary Responsibilities:
  • Manage and direct a portfolio of projects, working closely with project managers to ensure successful client delivery, contractual compliance and contract stability.
  • Facilitate meetings with clients to solicit feedback, document performance, identify focus areas for enhancement or improvement, and define support needs.
  • Conduct quality assurance monitoring and deliverable reviews to help ensure conformance to defined project requirements and maintain team accountability.
  • Coordinate with project managers, deputy contract project manager, senior Aptive leadership, and corporate operations teams (e.g., finance and project controls, recruiting) to facilitate delivery.
  • Build and foster relationships with federal partners and internal team members.
  • Remain up to date on industry trends and innovative ways to deliver solutions.
  • Develop and maintain work plans, task trackers, work breakdown structures, executive briefings, standard operating procedures and other project management/delivery artifacts.
  • Contribute to regular reporting on completed and planned work.
  • Evaluate team utilization and assign tasks among team members.
Minimum Qualifications:
  • 10+ years of experience with federal government program and project management 
  • Bachelor’s degree 
  • SAFe, PMP or similar certification 
  • Experience delivering complex projects using Agile methodology
  • Experience supporting large healthcare or government agencies or organizations 
  • Experience managing and directing large, multidisciplinary programs with various workstreams/projects
  • Experience managing a Program Management Office (PMO)
  • Experience with risk, staffing/resource, financial, schedule, and stakeholder management
  • Ability to productively collaborate with a wide range of personality types while meeting assignment demands
  • Experience developing and implementing processes for deliverable quality control
  • Confidence and poise to work closely with and provide strategic recommendations to senior executives
  • Exceptional verbal and written communication skills 
Desired Qualifications:
  • Master’s degree in business, healthcare administration, or related field  
  • Understanding of VA contracting processes

EHRM is a major executive program office in the Office of Health Informatics (OHI). This office reports to the Chief Informatics Officer (CIO) for VHA and supports a high reliability, learning health organization. Its mission is to improve the Veterans experience and provide health care staff with information and solutions for better decision workflows. OHI directs the coordinating efforts of the VHA EHRM Decision Support Team, facilitates the work of the VHA EHRM Interdisciplinary Decision-Making Group, and integrates the work of the VHA EHRM National Councils into VHA’s overall coordinated execution of EHRM efforts.
