Job description

Jefferson is seeking a Financial Analyst for a Department of Health and Human Services (HHS) Administration for Children and Families (ACF) opportunity focused on grants management. The Financial Analyst will provide recipient financial reporting, audit, and closeout support.

Responsibilities: 

  • Reviews grant expenditure and claiming reports, to ensure accuracy, conformance to reporting requirements, and procedures.
  • Provides technical assistance to recipients to ensure reporting requirements are understood and expressed accurately.
  • Utilizes data to monitor, recognize, and analyze data for report status, reconciliation, and anomalies.
  • Provides technical assistance to recipients to resolve anomalies to ensure accuracy of claiming and expenditure reporting.
  • Tracks and reconciles issues with expenditure and claiming reports; provides technical assistance to help recipients resolve the precipitating conditions to assure efficient award issuance and prevent progression to initiation of non-compliance measures including repayment of funds.
  • Provides support to program eligibility reviews through validating payment history and calculating disallowances associated with ineligible payments.
  • Provides technical assistance to recipients to decrease the likelihood of improper payments and related penalties in future periods.
  • Performs a review of the allocation of shared administrative costs to identify areas requiring further input from recipients and/or Program Office staff.
  • Performs secondary review of costs within public assistance cost allocation plans (PACAPs) and cost allocation methodologies (CAMs), as appropriate.
  • Provides assistance in the calculation of non-compliance penalties and provides technical assistance to recipients to resolve the non-compliances identified.
