Raytheon has an exciting opportunity for an Associate Director, Global Trade who will oversee and manage the export/import licensing team and all export compliance activities within Raytheon’s Advanced Products & Solutions (APS), Space, Imaging and Microelectronics (SIM) business.  This position reports directly to the APS Global Trade Director.  The SIM portfolio includes two subsidiaries with space-related products and has a number of commodities controlled under both the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).    

 

In this role, you will be expected to provide strategic oversight, guidance, and leadership in connection with all facets of export/import authorizations activities under the ITAR and EAR, respectively.   This position is responsible for ensuring understanding of and compliance with key global trade infrastructure elements including processes/procedures, automated solutions/tools, and collaborate closely with diverse stakeholders across the SIM organization.  As Associate Director, you will be responsible for directly engaging with SIM leadership and for being a champion of compliant export practices in the intricate landscape of business needs, USG regulations, corporate policies, and company processes.  

What You Will Do

  • Serve as Empowered Official

  • Supervise a team of Global Trade professionals as a supervisor, mentor, trainer and coach; provide license guidance and managing workloads  

  • Work with the APS GT Director to identify critical licensing priorities for escalation, resolve releasability challenges, and manage internal and external customer support issues.

  • Support the business to enable growth

  • Act as Subject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements and drafting

  • Review, prepare, submit, and manage Export/Import Authorizations (Licenses: DSP-5, DSP-85, DSP-73, DSP-61, BIS-748P Licenses; Agreements: MLAs and TAAs; Exemptions/Exceptions) to authorize the transfer of regulated hardware, technical data, software, and services

  • Review and approve export transactional requests involving engineering support services, meetings, employee travel, visitor access, trade shows, technical data/defense service exports, and hardware exports and temporary imports

  • Provide day-to-day guidance, training and support to various stakeholders on export licensing and compliance needs (e.g., releasability, etc.). Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures

  • Assist with investigations and reviews of possible GT escapes and disclosures and other compliance matters as necessary

  • Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics

  • Periodic travel (up to two weeks per month) to the SIM business locations in Denver, Colorado, Princeton, New Jersey and Goleta, California

Qualifications You Must Have

  • Typically requires University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 14 years of relevant experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests

  • Currently designated as an Empowered Official

  • Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems, jurisdiction and classification systems and other Global Trade  resources

  • Experience directly supervising Global Trade teams

 

Qualifications We Prefer

  • Active & transferable DoD Secret Clearance

  • Self-starter with demonstrated ability to develop effective networks with internal customers and ability to collaborate with multiple business functions for success

  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results

  • Experience in leadership positions or similar associated with developing strategic business acumen

  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently

  • Excellent interpersonal, communication and writing skills

  • Ability to work collaboratively and communicate effectively with all levels of internal and external stakeholders

  • Extensive knowledge of Global Trade systems such as RGEMS and/or SAP systems

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
