Description

Asset Manager / Government Purchase Card Support

Xcelerate Solutions is seeking an Asset Manager with significant experience in Government Purchase Card (GPC) operations to support the Defense Contract Management Agency (DCMA) Headquarters and Contract Management Offices. In this role you will be responsible for providing essential support for GPC operations, specifically assisting with asset management and procurement within an IT environment. The role involves preparing and processing micro-purchase contract packages, coordinating with stakeholders to ensure all documentation, signatures, and market research are completed efficiently. You will be responsible for validating purchases, tracking progress, and ensuring timely closeout of each package. The position requires proficiency in coordinating financial processes, managing procurement documentation, and adhering to established procedures for GPC transactions.

Responsibilities:

  • Assist in preparing approximately 50-100 micro-purchase contract packages for the IT Asset Management (ITAM) team, ensuring all required documentation is complete and accurate.
  • Complete GPC forms and route them for funding validation.
  • Gather required signatures from requirement owners and stakeholders for each package.
  • Conduct market research for multiple resellers to ensure competitive pricing for like products.
  • Submit final contract packages to the cardholder for purchase execution within five business days.
  • Track and monitor the progress of GPC packages to ensure timely execution and closeout within three weeks.
  • For each new GPC order:
    • Validate that the requested IT hardware or software is approved for purchase by consulting the Approved Software page.
    • Confirm the quantity and expected cost of the requested items with the requirement owner.
    • Prepare Requirement Memos using established templates and ensure proper fund codes and Line of Accounting (LOA) are included.
    • Gather vendor 889 certifications through Sam.Gov or 889 Bot email requests.
    • Request funding validation from the agency financial office via email.
    • Verify if vendors use third-party payment processors (e.g., PayPal, Stripe).
    • Conduct simple market research for similar products from at least three different resellers.
    • Route completed contract packages to the appropriate government representative for review.
    • Forward the final, approved packages to the billing official or cardholder for purchase execution.
    • Track package execution progress through ongoing communication with the cardholder.
    • Close out actions by updating the Master GPC file and placing documentation in the product folder on O365J once the purchase is complete.
  • Ensure goods are received and validated by the government representative, including updating inventory if necessary.
  • Initiate service requests for inventory updates or additions through Flexera.
  • For recurring GPC packages, ensure preparation, routing, and execution of contracts 45 days prior to the expiration date of the current package, preventing any lapse in service.
  • Ensure all packages are processed, validated, and closed out in accordance with the Period of Performance deadlines.

Minimum Requirements:

  • Required: Bachelor’s degree
  • Required: 7+ years’ experience in DoD acquisition or asset management, budgeting, and financial processes
  • Required: Operational knowledge of Government Purchase Card (GPC) policies, processes, and procedures as outlined in DCMA Manual 4301-03, Vol 2.
  • Desired: Ability to manage multiple competing priorities at senior leader levels
