Responsibilities

  • Supplier Evaluation: Review and assess suppliers’ commercial claims and supporting documentation.
  • Market Research: Conduct market research and price reasonableness assessments for various proposals and contracts related to major systems development, production, and services.
  • Review and Support: Guide and support reviews of proposed items with buyers, management, engineers, and vendors to determine if they qualify as “commercial items” per Federal Acquisition Regulation 2.101.
  • Collaboration: Work closely with suppliers, supply management personnel, engineers, and attorneys to ensure smooth operations.
  • Policy and Procedure Updates: Evaluate and update relevant policies and procedures to maintain compliance.
  • Cost Analysis: Analyze projected estimated costs for reasonableness, including material, labor, and special tooling costs.
  • Proposal Evaluation: Review supplier proposals and commercial documentation used in prime proposal pricing.
  • Documentation: Review commerciality requests, identify gaps, and collect documentation to build compliant commercial claims.
  • Resource Building: Develop a library of resources to enhance commerciality claims and improve processes.
  • Representation: Represent the organization in subcontract analysis and support prime negotiations on contracts or projects.
  • Influence and Coordination: Interact with senior personnel on significant matters, coordinating between organizations and influencing proposal settlements.

Basic Qualifications

  • Bachelor's degree in a related field or equivalent experience.
  • 3+ years of professional government supply chain procurement experience.
  • 2+ years of experience in Price Analysis or Price Reasonableness.
  • Experience in supporting hardware developmental or qualification efforts.
  • Familiarity with service contracts.
  • Professional experience with FAR/DFAR and TINA.

Desired Skills

  • 1+ years of experience in Commercial Item Determination (FAR 2.101).
  • Experience with FFP, T&M, LTPA contracts.
  • Background in defense contracting and commercial item determinations.
  • Self-starter with a positive attitude and strong project ownership.
  • Ability to develop negotiation strategies and interpret technical and financial data.
  • Effective relationship-building skills and a collaborative team spirit.
  • Experience in public speaking and negotiations is a plus.
  • Excellent strategic communication skills, including written, verbal, and presentation abilities.
