Bachelor’s degree plus 7 or more years of progressive business experience with direct HR or compliance experience.

May consider an equivalent combination of education and experience.

Must be able to apply a knowledge of HR principles, practices, and procedures.

Previous experience constructing and revising HR policies and processes.

Excellent client management and business literacy skills, able to accurately interpret business objectives and negotiate outcomes that are cost effective and compliant with state and federal requirements and Magellan policies.

Excellent verbal and written communication skills, able to convey complex information in a clear and concise manner.

Develop strong trusting relationships in order to gain support and achieve results.

Ability to work with remote teams with units in multiple locations.

Ability to juggle multiple priorities simultaneously.

Self-directed and motivated.

Must be proactive, taking the initiative to identify and anticipate employee and business needs and make recommendations for implementation.

Manages the background check adjudication process for clinical and non-clinical positions across the enterprise. Ensures Human Resources’ policies and procedures are developed, updated and implemented across the enterprise. Functions as primary HR Compliance contact for business-related RFP responses, as well as oversees the implementation of any non-standard customer contract requirements related to HR Compliance.

Background Checks

Review all delivered background checks from vendor to ensure checks contain necessary elements and documentation to move through Magellan’s adjudication requirements. Coordinates with Talent Acquisition, employees or applicants as necessary to obtain needed information to move forward with adjudication of all background checks.

Escalates background checks to HR leadership, Security, Clinical Licensure Review Committee or other parties as indicated by established policy and guidelines.

Advises TA and other areas on policy interpretation related to credentialing verifications and adjudicates escalated licensure issues as necessary. May provide guidance on credentialing for acquisitions.

HR Policies And Procedures

At the direction of leadership, consults with Human Resources peers, Legal, and Compliance to develop strategies or updates to current policy or procedure to ensure future regulatory compliance.

Serves as the central contact for HR policy updates and revisions. Develops and implements updates to the Employee Handbook as needed and required.

HR RFP Response

Serves as the central contact for HR related questions and responses for customer RFP solicitations, RFIs, and Proposal Database updates.

Consults with HR business consultants and other HR functional specialists to gather requested information for responses, and to evaluate the operational and financial feasibility of implementing HR Compliance related contract requirements. Reviews requirements for process changes and/or addition of resources with the business team to determine appropriate response.

Contract Compliance

Oversees the development, implementation and management of special contract HR compliance initiatives as required (e.g., fingerprint tracking, communications, procedures, reporting) in coordination with Account Management, Quality, Compliance, Talent Acquisition and operations.

May assist in the collection, collation and presentation of HR related documentation and information requests to comply with customer, regulatory and accreditation requests, audits or contract requirements.

Compliance Training

Partners with Corporate Compliance on the new hire and annual training schedule and communications, reviews and edits HR sections of compliance training modules, and initiates training penalty phase for new hire and annual training with IT and HR Systems.

Manages the annual harassment training process and tracking.
