CSCI Consulting is looking for IT Audit Compliance Analysts to provide audit reporting, subject matter expertise, and general audit readiness supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP). The Audit Compliance Analyst will be a working expert in FMFIA, FISCAM, FIAR Guidance, OMB, and other government regulations and requirements related to financial systems. The IT Audit Compliance Analyst will work closely with the Audit Compliance Manager as well as other upper-level managers. This collaboration will involve participating in meetings, documenting system control environment designs, documenting system configurations, perform system testing, documenting critical financial controls, and [JB1] producing audit reports. This is a remote position however the ideal candidate would be in the D.C., Maryland, Virginia region.
Responsibilities 
  • Ensure AMP is auditable prior to any official system audits being scheduled.
  • Identify and document the initial control design assessment (ICDA), and test for operating effectiveness (TOE) all necessary internal controls in accordance with the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Controls Audit Manual (FISCAM), National Institute of Standards and Technology (NIST)/Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) Circular number A-123, and other similar regulations for the scope of AMP.
  • Assist in creation of Corrective Action Plans (CAPs)/Plan of Actions and Milestones (POAMs) for any deficiencies identified during ICDA and TOE.
  • Acts as point of contact for IT Audit Compliance subject matter within assigned agile team.
  • Assists in creation of CDRLs related to IT Audit Compliance community of practice.
  • Ability to learn and take on additional cross functional tasks within the agile team, including documenting design, configuration, and testing system change requests to correct reported deficiencies during TOE.
Minimum Requirements 
  • This position requires a current Secret clearance. Must be a U.S. Citizen.
  • Bachelor's Degree. 
  • 4-6 years of experience within the federal government, DoD, or Army.
  • Knowledge of the ‘Standards for Internal Control in the Federal Government.’ The standards manual is also known as the Green Book. https://www.gao.gov/greenbook/overview 
  • Knowledge of the Joint Enterprise Baseline (JEB). 
  • Knowledge and experience with Business Enterprise Architecture (BEA). 
  • Knowledge and experience with the DoD Financial Management Regulation (DoDFMR). 
  • Knowledge of DoD Transformation Guidance (as articulated in the Strategic Management Plan (SMP)). 
  • Knowledge and experience with Federal Managers Financial Integrity Act (FMFIA). 

 

  • Knowledge and experience with Federal Financial Management Improvement Act (FFMIA). 
  • Knowledge and experience with General Accountability Office Federal Information Systems Control Audit Manual (FISCAM). 
  • Knowledge and experience with Risk Management Framework (RMF). 
  • Knowledge and experience with NIST SP 800-171DoD Assessment Methodology and Assessments. 
  • Knowledge of Standard Financial Information Structure (SFIS). 
  • Knowledge of Army Line of Accounting (LOA). 
  • Knowledge and experience with Agile Software Development Lifecycle (SDLC). 
Preferred skills 
  • Certification in SAFe for Teams preferred. 
  • Capability to work in a team environment, as well as independently.
  • Ability to maintain a positive relationship with customers and other vendors.
  • Demonstrated ability to comply with data standards and policies.
  • Possess motivation to learn new technologies and methodologies that demonstrate value.
