What You Will Be Doing: 

Under general supervision, to perform the planning, designing, facilitating, implementing, and evaluating, as well as direct and provide oversight of activities necessary for operating the Health Plan’s Community Reinvestment Program. Work is varied and moderately complex and requires a moderate degree of discretion and independent judgment.

Essential Functions: 

Required

  • Plans, monitors, and evaluates the organization’s compliance with DHCS Community Reinvestment requirements in alignment with the Community Reinvestment Committee (CRC).
  • Plans, develops, implements, and improves all grant administration aspects for the Health Plan’s Community Reinvestment grant-making program.
  • Facilitates grants from various sources including donor advised funds, private foundations, competitive grant programs, and international grants, ensuring proper due diligence and compliance.
  • Oversees grant reporting processes, ensuring deadlines, instructions, and comprehensive reporting for donors.
  • Acts as a resource for nonprofits, providing guidance on grant agreements, reporting guidelines, and proposed changes to project objectives.
  • Maintains accurate records of grants and nonprofit organizations in the database.
  • Coordinates with the Finance Department to ensure timely disbursements and accurate financial accounting.
  • Participates in grant proposal reviews and committee meetings to evaluate funding requests.
  • Coordinates and leads monthly fund management meetings, ensuring accurate meeting materials, minutes, and follow-up.
  • Assists with nonprofit records in the designated grantmaking system.
  • Plans, develops, and periodically updates department policies and desk level procedures.
  • Conducts at least an annual analysis of service area data to determine and report back to the CRC analyses of new and reoccurring relevant gaps.
  • Conducts annual audits of approved grants for compliance with contract terms.
  • Collaborates across internal departments to develop and implement grant-specific evaluation plans, including milestones-based disbursements, outcomes monitoring, and overall active grants performance dashboard.
  • Serves as the Health Plan’s philanthropic liaison with community-based organizations in the plan service areas.
  • Works with the Chair of CRC to ensure timely strategic planning efforts supporting the plan’s Community Reinvestment Program vision.
  • Engages in Lean Six Sigma-based activities to achieve optimal performance for the department, internal as well as external stakeholders.
  • Oversees department personnel to ensure efficient operations and adherence to organizational standards.

What You Have:

Education and Experience

Required

  • Bachelor’s degree in: Business, Finance, Economics, Public Policy, Public Health, Public Administration, or another relevant field; and
  • At least three years of experience in grant administration, program management, or related roles; and
  • At least five years of experience in business operations, financial operations or accounting; and
  • At least three years of supervisor experience; or
  • Equivalent combination of education and experience.

 

Preferred

  • Healthcare industry, managed care, and Medi-Cal and/or Medicare experience

 

Licenses, Certifications

Required

  • Valid California license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.

Preferred

  • Knowledge of Medi-Cal programs and regulations as they relate to finance.
  • Familiarity with political, business, education, non-profit and other community leaders in San Joaquin and Stanislaus Counties and/or surrounding areas.
  • Knowledge of the economic and healthcare issues, and issues affecting the underserved in San Joaquin and Stanislaus Counties and/or surrounding areas.
  • In-depth knowledge of federal and state regulations applicable to managed care.
