Description Of Job

We’re looking for a strategic and collaborative professional to lead the day-to-day operations of an applications services work unit. As our new Director of Application Services, you will be given the job of being accountable and responsible for ensuring our application services run smoothly within the limits of specifications, costs, requirements and timelines. We are seeking a hands-on, proven technology leader to support and expand the use of all enterprise system applications, including all application enhancements, upgrades, and support. You will manage the team in charge of the maintenance and implementation of any new products used to meet the State’s computing needs. This is an opportunity to leverage your innovative side with research and implementation of application services and technologies that provide strategic solutions to the unique problems that our clients face on a regular basis.

Some Of The Day-to-day Opportunities Include

Leading the development of complete systems, often guiding and mentoring team members, and contributing to the definition of the overall architecture of the systems.

Coordinating all application services deployment with other technology leaders and business leaders across multiple units to ensure adequate infrastructure capacity is available.

Leading research and evaluation of emerging technology, industry, and market trends to assist in project development and/or operational support activities for multiple teams or complex scenarios.

Working with vendors, outside partners, and various department leaders to negotiate and manage contracts and establish service-level agreements as appropriate.

Ensuring uniformity across technology systems infrastructure to enable effective application integration capabilities.

Being accountable to the outcomes of the Application Services team in terms of work quality, process excellence, IT excellence, and continuous improvement.

Acting as a leader and coach, setting organizational direction to ensure a consistent, high-quality, high-value customer experience while meeting or exceeding OIT’s overall strategy.

Developing core processes and procedures to support transforming diverse operational models into a centralized, shared services model.

Developing and enhancing service offerings with the Service Management Office (SMO)

Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Minimum Qualifications

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

A minimum of ten (10) years of experience in Application Services, Technology, Risk Management, IT Audit, and/or IT Compliance functions.

A minimum of five (5) years experience directly managing high-performing technology professionals.

Experience working in information technology, and application services, with a broad understanding of a range of enterprise IT architectures (e.g., web applications, databases, operating systems, server infrastructure, mobile devices, and networking technologies).

Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. There is no substitution for any required management experience.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications

Experience managing cloud environments (AWS, Google and/or Azure)

Experience using Azure DevOps tools

Experience using ServiceNow

Experience managing teams using agile methodologies

Master's Degree in Information Technology or other technical degree

Conditions Of Employment

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. There is no form of relocation assistance, financial or otherwise, available for any position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
