Summary
As a Program Analyst (Pharmacy Data Analytics) at the GS-0343-13, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for performing a wide variety of analytical and consultative services related, but not limited to, drug policy and programs. The incumbent has a broad range of data analytics knowledge/skills sufficient to support in-depth, complex data analysis and data visualizations.
Duties
Designs and conducts extensive highly complex research into healthcare and drug utilization using medical and pharmacy claims, formularies, and benefit designs using a range of complicated data development, data visualization and data analysis tools. Develops and maintains a wide variety of data resources within a highly secure computer environment. Conducts periodic technical training to ensure that internal specialists and external plan representatives are familiar with the reporting templates used to manage and communicate benefit changes. Analyzes drug formularies and drug cost utilization data trends, among health plans. Performs or participates in all phases of the research and data analysis process, including problem identification and definition, planning, execution, analysis, interpretation, and communication. Designs, implements, and manages data science policies, standards, procedures, and processes related to use of pharmacy and medical data. Performs special, ad hoc studies by identifying appropriate data to analyze and then report the impact on health insurance benefits policies and programs.

Qualifications
For the GS 13: You must have one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in public or private sectors), which includes performing ALL the following activities: Conducting research and data analysis into healthcare or drug utilization using medical and/or pharmacy claims, formularies, and benefit designs using a range of data development, data visualization and data analysis tools; Analyzing drug formularies and drug cost utilization data trends among health plans to identify differences; AND Writing and presenting technical reports with recommendations to leadership to inform changes to healthcare or pharmacy plans. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
