The National Housing Manager is responsible for supporting the initial resettlement network in developing strategies and mobilizing resources to ensure all ORR-eligible clients have access to suitable, stable housing during their period of initial resettlement.  

Role & Responsibilities

  • Technical Assistance to the Network: 
  •  Provide individual technical assistance to World Relief’s resettlement sites in developing contextualized housing strategies for their communities;   
  • Assist offices with landlord outreach by developing outreach tools and resources and conducting research on target housing markets;   
  • Manage World Relief’s Housing Community of Practice; convene regular calls and training events for members;     
  •  Networking and Development:   
  • Attend networking events, conferences, and outreach opportunities on behalf of World Relief to develop relationships with housing providers, grantors, municipalities, and other stakeholders with influence on local housing markets;   
  • Research and apply for funding opportunities to support offices with both direct costs and capacity building efforts;     
  •  Innovation and Efficiency:   
  • Leverage World Relief’s national footprint to negotiate agreements with national housing providers and temporary housing providers, as well as furniture and material goods providers to offer the network cost savings and efficiencies;   
  • Promote innovative housing solutions across the network, such as master leasing and direct property management;       
  • Grants Management: 
  •  Manage the Preferred Communities Housing Supplemental grant: review and approve local policies for distribution of grant funds to clients; ensure compliant, timely spending of all grant funds; collect data as required by the grant and contribute to all required reports     
  • Subject Matter Expertise:   
  • Stay abreast of publications, conferences, and technical assistance resources related to newcomer housing and low-income/affordable housing across the country and serve as the subject matter expert on housing for the initial resettlement network and the Home Office; 
  • Organize training events, including conference sessions; 
  •  Liaise with Refugee Housing Solutions, participate in all relevant working groups, Communities of Practice   
  • Work cross-departmentally with Mental Health and Psycho Social Support service line, Initial Resettlement service line, Church and Community Engagement team, and policy and advocacy team as needed

  • Proven experience in program management or other managerial position.    
  • Excellent research, data analysis, and writing skills.

  •  Professional manner; able to handle sensitive situations with tact and confidentiality.  
  •   Individual must be a self-starter and capable of self-direction.    
  • Ability to collaborate across departments.

  •   College degree required; Master’s degree in public administration or related field   
  • 5+ years of professional experience, including experience working in the housing industry (as real estate agent, refugee housing coordinator, or at a property management company or affordable housing organization or related organization).
  • Experience in refugee resettlement and program management also desired.   
  • Up to 25% domestic travel
