Description

Grey Street Consulting, LLC (Grey Street), a leading small business provider of human resources and human capital support to Federal civilian and defense agencies, is seeking to hire an HR Specialist (Staffing) to support our clients within the U.S. Department of Transportation, Maritime Administration.

DOT/MARAD is located in Washington, DC and this position is being performed in a fully remote.

Essential Duties and Responsibilities

  • The development of job analysis, selection and/or development of questions for the automated question library, assignment of appropriate weights and facilitating publication of vacancy announcements with the DOT executive agent for automated staffing.
  • The development of staffing packages including job analysis, crediting plans, vacancy questions, etc. for OST positions.
  • Providing administrative and technical support to HR Specialist staff, including the staffing and recruitment, position classification, etc.
  • Preparing tentative and final offer letters, as needed.
  • Tracking activities/requests through logs, spreadsheets, or other methods that have been completed in order, as required, to ensure requests are resolved or to identify outstanding issues.
  • Responding to inquiries and requests for information on vacancy announcements, personnel programs and related activities on an as needed basis. 
  • Assist program office in implementing standard processes relating to HR staffing/recruitment and classification to ensure work of the office is completed in a timely, consistent and efficient manner.

Job Requirements and Experience

The Human Resource Specialist (Staffing/Recruitment) shall have a mastery of, and skill in applying, advanced HR principles, concepts, and practices, including position management and organizational design sufficient to provide technical guidance on implementing and executing Federal Staffing and Recruitment activities; ability to prepare job analysis in order to identify required core competencies of position, knowledge of various recruitment strategies to support hiring within the organization. Advise on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues (e.g., resolving contentious mixed series/mixed grade, interdisciplinary fields, impact of the person on the position, and equivalent issues with possible widespread internal implication); and providing a full range of staffing functions to include developing new position descriptions (clerical/administrative, technical, and professional) and recruit for the best qualified candidates.

The Human Resource Specialist (Staffing) shall have an associates or bachelor's degree in human resource management and at least three (3) years of related experience engaging in Federal Human Resource staffing and recruitment program activities, which includes: identifying and developing recruitment strategies, developing recruitment packages (conducting competency/skills based job analysis, developing assessment strategies to recruit talent; tracking recruitment and hiring actions; pulling, reviewing, and developing staffing data, coding and processing new hire and in-service personnel actions, and performing related new hire onboarding/records management duties. Office of Personnel Management (OPM) Delegated Examining Certification is preferable.

To fulfil this role, the Human Resources Specialist is required to possess a mastery of HR Management staffing/recruitment concepts, principles, practices, laws, and regulations; demonstrate the application of seasoned consultative skills and the ability to use a wide degree of creativity and latitude to accomplish and complete tasks; proficient in using office automation software, e.g., MS Word, electronic mail (Outlook), Excel, and Access; skill in drafting, editing and reviewing documents for correct content, spelling, punctuation, format, grammar, and style; ability to communicate, orally and in writing, effectively with individuals at all levels of responsibility in order to resolve issues that arise; ability to develop effective working relationships with all levels in Marad and DOT offices to ensure success of the program; skill in coordination of several integrated business processes to ensure timely process of all requests and excellent organization skills. Decision-making and conflict management abilities are also desired.

ADA Requirements 

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
