Job Summary
This position is responsible for the preparation of proposals that will be submitted to the Government in response to Government Change Orders or Request for Proposals (RFP) based on input from the business owners in a variety of health care related functions. Responsibilities include leading a team that will prepare both Cost and Technical proposals in response to Government requirements, recording and tracking of costs related to Contract Change Orders, and working with business owners to ensure that changes are implemented within agreed upon timelines.; This position involves collaboration with TriWest internal departments and senior Management, TriWest's external claims processor and other subcontractors as well as Department of Veterans Affairs and Defense Health Agency Subject Matter Experts (SMEs). This position will work with business owners to formally develop complete proposals based on man-hour and material estimates and/or utilize actual incurred man-hours to prepare Cost/Technical Proposals for submittal to the Government.
Education & Experience
Required:
- U.S. Citizenship
- Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
- Bachelor's degree in Accounting or related field or equivalent experience
- 5 years of experience in cost accounting
- Three years TRICARE or healthcare operations experience
- Project and change management experience, including meeting facilitation and coordinating multiple projects with competing timelines
- Team-lead or people supervision experience
- Must have an understanding of Disclosure Statements and the application and allocation of appropriate rates to man-hour estimates.
Preferred
- Government Cost Accounting background is desirable.
- Certified Public Accountant (CPA) or Certified Management Accountant (CMA)
Key Responsibilities
- Functions as the project manager and facilitator in coordinating TRICARE program changes in line with new contractual requirements, working through appropriate TriWest departments.
- Supervise and manage the team to include recruiting, hiring, training, coaching, performance management, workload assignments and other human capital responsibilities.
- Facilitates project team meetings. Schedules and conducts weekly meetings on implementation plan and monitors progress to goal to meet timelines.
- Maintain, audit, and maintain the integrity of financial reporting, including contract modifications
- Perform Balance Sheet analysis and reconciliation of general ledger activity.
- Provide overall project assistance and support to the Accounting Manager.
- Coordinate with the Contract Management leadership on development and maintenance of procedures and documentation related to change order cost allocations
- Develop the initial costs of Change Orders and proposal preparation.
- Develop reports through nVision in PeopleSoft for Change Order reporting. Distribute applicable reports monthly to management.
- Establish, maintain, monitor, and reconcile all Change Order costs recorded in the General Ledger.
- Prepare journal entries for both actual and budget ledgers.
- Develop an understanding of contract modifications impact on the organization. Track actual cost outcomes and trends due to contract modifications against planned/proposals.
- Develops report writing and data queries for management presentation and analysis.
- Performs other duties as assigned.

Computer Literacy: Ability to function in a multi-system Microsoft environment using Word, Outlook, TriWest Intranet, the Internet, and department software applications

Problem Solving / Analysis: Ability to solve problems through systematic analysis of processes with sound judgment; has a realistic understanding of relevant issues
Technical Skills: Working knowledge of GAAP, FAR and Cost Accounting Standards; business analysis and reporting; Proficient with Word and Excel; Knowledge of Microsoft Office applications (Word, Excel); Knowledge of PeopleSoft financial application and nVision
