Description

Tribal Tech, LLC is in search of a Training and Technical Assistance Senior Project Specialist with substantial experience and expertise working with American Indian and Alaska Native (AI/AN) communities to support the delivery of resources, subject matter expertise, and training and technical assistance (TTA) to improve the capacity of victim service programs within these communities. The delivery of capacity-building training and technical assistance is integral to the Department’s ability to develop, expand, and strengthen victim service programs in AI/AN communities, and OVC’s mission, to enhance the Nation’s capacity to assist crime victims by providing leadership and funding.

Major Duties and Responsibilities:

  • Responsible for leading engagements with Tribal communities and stakeholders.
  • Manage TTA engagements, including delivery teams comprised of contractors and subject matter experts.
  • Develop TTA implementation strategies and monitor/ assess implementation.
  • Identify, vet, and evaluate subject matter experts for the provider directory and as well as for specific TTA delivery.
  • Assist grantees with delivering services that are trauma-informed, victim-centered, and responsive to the particular needs of an individual victim.
  • Increase the quality, quantity, and cultural relevance of services available to crime victims in AI/AN communities.
  • Support OVC grantees proactively, by identifying needs in the field and proposing strategies to address them.
  • Increase the use of technology to deliver TTA services, share resources, and promote best practices, particularly to support grantees delivering victim services in remote environments.
  • Engage in proactive and ongoing collaboration with other TTA providers across OVC, stakeholders in the field, and other government entities to reduce unnecessary duplication and maximize the efficiency and effectiveness of TTA.
  • Increase outreach efforts and build awareness about the tribal set-aside funding for victim services particularly to tribes that have not historically applied for OVC funding, and tribes that may not have well-developed grant-writing programs.
  • Conduct research and synthesize findings into client-ready deliverables in a MS format (e.g., PowerPoint, Word, Excel).
  • Receive, triage, and evaluate requests for training or technical assistance.
  • Conduct orientations for engagement sites and TTA providers.
  • Draft documents to include subject matter publications, statements of work for providers, and TTA specific summaries.
  • Coordinate and collaborate with project team members to develop, draft, and finalize client deliveries.
  • Identify best practices and assesses performance measurement.
  • Serve as a liaison between multiple federal, state, and local government agencies.
  • Attend meetings to help identify priorities and partnerships.
  • Provide group facilitation, interviewing, training, and technical assistance.
  • Monitor internal due dates and track accomplishments.


Skills and Knowledge:

  • Knowledge of the organizations and individuals actively leading the field of human trafficking, victim services, or a related field; knowledge of national trends and initiatives.
  • Ability to apply continuous process improvement strategies, methodologies, and principles.
  • Effective program and project implementation.
  • Experience working with Native American/Alaska Native communities required.
  • Ability to create effective messaging and direct contributions from multiple sources.
  • Demonstrated writing and editing skills.
  • Keen attention to detail.
  • Excellent customer service skills.
  • Ability to manage multiple tasks and deliver quality results under tight deadlines.
  • Ability to work both individually and in a team environment.
  • Must be able to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements.


Education and Experience:

  • Bachelor’s degree required; Master’s degree preferred.
  • 5 years (60 months) minimum experience in the victim services field; domestic violence, sexual assault, human trafficking, child abuse and neglect, elder abuse, financial, mass casualty, missing or murdered Indigenous people, victim advocacy, or victim rights.
  • 5 years (60 months) minimum experience working with American Indian/Alaska Native communities.
  • 5 years of experience delivering TTA remotely and in-person to victim service organizations.
