The Youth Development Division of the Ministry of Youth Development & Empowerment, Youth At-Risk, Gender Affairs, Seniors’ Security & Dominicans with Disabilities in Dominica, Eastern Caribbean has requested the support of Peace Corps Response Volunteers (PCRVs) to serve as Youth Skills Training Support Officers. The Youth Development Division conducts service programs that target youths within and outside the formal education system as part of its mission of empowering youths to participate in the social and economic life of Dominica. The Youth Skills Training Program is a second chance program which targets young men and women who underachieved in or dropped out of the formal education system. The Division has identified a need for support to review and upgrade the skills training manuals in accordance with best practices and the goals and objectives of the program.

Each PCRV will work closely with a team that includes the Chief Youth Development Officer, the Assistant Youth Development officer and both the Youth Officer and 4-H Coordinator from 3 of the 8 youth districts on the island. The PCRVs will also help strengthen the capacity of the Youth Officers in the design, planning and implementation of the Skills Training and Summer Volunteerism programs. The overall goal of this assignment is to successfully support constructive approaches that build capacity and opportunities that improve the quality of life for the individual youth and their school/home support network.

Candidates selected for this position will be arriving in the Eastern Caribbean together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.

Required Skills

  • Master’s Degree in Social Work, Sociology or Community Development OR Bachelor’s Degree and significant professional experience in Youth or Community Development
  • At least 5 years’ experience in social work, youth & community development
  • At least five (5) years’ experience in implementing Soft Skills / Life Skills curricula
  • Experience in co-facilitating, co-planning and mentoring
  • Strong interpersonal skills
  • Willingness to persevere through challenges (travel, climate, interacting with multiple people and agencies etc.)
  • Ability to work independently and with a team, and maintain a positive working relationship with colleagues
  • Ability to perform multiple tasks under tight deadlines without sacrificing quality or accuracy.
  • High tolerance for ambiguity and high level of flexibility
