Job description

Tetra Tech International Development is currently accepting applications from qualified candidates for a Senior Contracts Manager.

Position Description: The Senior Contracts Manager is part of the Contracts, Grants and Procurement (CGP) team; a fun, collaborative and committed group of professionals that bring rigor and discipline to managing USAID programs through standardized systems and tools that facilitate the achievement of technical objectives. This is an exciting position that works across all of Tetra Tech’s technical sectors and international geographies, providing endless opportunities to grow professionally in the field of international development. The Senior Contracts Manager reports to either the Deputy Director or Senior Director of CGP and works closely with home and field office project management teams and project support services to support project implementation with emphasis on contract and subcontract compliance at various points throughout the business cycle. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

Responsibilities

  • Provide contractual support and guidance to a long-term portfolio of projects.
  • Support project implementation by providing resources, tools, and solutions to complex regulatory challenges.
  • Collaborate with the CGP team on designing and delivering trainings on USG rules and regulations for home office and field staff.
  • Supervise, evaluate, and mentor CGP staff, communicating and providing feedback on performance goals and facilitating opportunities for skills development and growth.
  • Provide support to projects in interpreting contract requirements, reviewing local subcontracts, local procurement packages and legally binding documents, requesting necessary waivers and approvals and documenting contract compliance.
  • Serve as Subject Matter Expert for the interpretation of, and adherence to, client rules and regulations.
  • Negotiate, prepare, and administer subcontracts and letters of authorization and modifications to US-based companies on projects with oversight and approval from the Deputy Director or Senior Director of CGP.
  • For subcontracts paid from the home office, track subcontract spending and obligated funding and review, approve and code their invoices for accounts payable.
  • Stay abreast of USG rules and regulations applicable to the management of contract and procurement (FAR, AIDAR, ADS, CFR).
  • Complementary support and expertise as deemed appropriate and necessary.

Minimum Qualification Requirements

  • Minimum of a bachelor’s degree required; master’s degree preferred, or 10 years of relevant experience.
  • Minimum of 8 years of experience in a similar role, responsible for contracts or procurement, with a preference for USAID funded work but will also consider other international donor-funded programs.
  • Strong proficiency in USG rules and regulations (FAR & AIDAR).
  • Ability to travel internationally up to 25% of time.
  • Long-term contracts field experience highly desired.
  • Outstanding capacity building and training skills.
  • Fluency in a second language highly desirable with preference for Spanish or French.
  • Excellent track record of facilitating solutions to project challenges.
  • Exceptional interpersonal and intercultural communication skills with internal and external clients.
  • Excellent information management skills, with very strong attention to detail.
  • Ability to work under pressure and meet tight deadlines.
  • Financial and budgeting experience and experience working with audits desirable.
  • Must be comfortable working in a fast paced and sometimes intense work environment.
  • High proficiency in MS Office suite and databases.
  • Strong sense of team, a positive attitude, and excellent problem-solving skills.
  • Current U.S. work authorization is required at the time of application.
