Primary Purpose of Position:  This position performs complex professional work in business requirements analysis, technical consultation, and in the design and preparation of system integrations. This individual will apply proven communication, analytical and problem-solving skills in support of core organizational functions and business processes. This position will lead assigned team members in gathering and analyzing data in support of business cases, proposed projects and systems requirements to support the needs of the organization.  In addition, this position serves as a liaison between the IT Department and other departments or individuals to understand and evaluate workflows, structure and operations of the organization so that recommendations can be made on possible solutions to assist with the agency achieving its goals.

 

Role and Responsibilities:

  • Provide Direct Supervision of assigned Systems Analysts.
  • Lead testing efforts with the State and ensure timely completion and responses.
  • Plan and coordinate activities of Systems Analysts to provide proper solutions to user requests.
  • Train, coach and mentor Systems Analysts including training and development to enhance their skills and knowledge, ensuring sufficient business analysis capability.
  • Analyze current business practices to suggest technology improvements to enhance efficiency, improve workflow, and/or solve problems. This position will participate with LME/MCO staff to assist in determining future business technology needs as needed.  This staff person will document all processes during the project phase.
  • Maintain familiarity with configuration settings and processes currently running in key applications necessary for the business of the organization, currently AlphaMCS.
  • Participate on Alpha User Groups communications as a representative of Partners.
  • Participate on cross-MCO user groups, technical committees and ad hoc groups.
  • Evaluate and review with IT Support Services Manger all Alpha enhancement requests.
  • Monitor and participate in resolution of Alpha helpdesk tickets.
  • Lead cross-functional business process teams and continuous improvement efforts.
  • Provide business systems support in response to user input, contacting software vendors as required;
  • Assess user data requirements and assist users in the creation of specialized report specifications;
  • Assist in validating results from data extractions and reports to ensure results match specifications and documentation;
  • Work with outside agencies to increase knowledge and share information as needed to provide the best possible solutions to end users;
  • Research questions and investigate errors and problems; tracks issues and follow up with affected staff;
  • Evaluate information harvested through surveys, task analysis, and business process descriptions; 
  • Perform post project implementation surveys or evaluations to ensure that the project met its goals and objectives and was successful.  
  • Work in conjunction with IT Management on projects. 
  • Assist with coordinating systems projects involving the design and implementation of computer applications to enhance work performed by the agency’s departments; develops and/or assists with developing project scope, goals and suggested format for project implementation;
  • Maintain documentation for project management and public records requirements;
  • Provide support to users to ensure that new technologies are used properly and to their potential. Ensures that Systems Analysts are thoroughly knowledgeable to support and provide training to users when necessary.
  • Performs other job-related tasks as required.

 

Knowledge, Skills and Abilities:  

  • Thorough knowledge of modern techniques in system analysis and design in an environment of multiple systems including multi-user networking and communications
  • Thorough knowledge of manual and automated testing techniques and tools
  • Thorough knowledge of agile development methodology
  • Thorough knowledge of desktop business applications, particularly MS Word, MS Excel, MS Project, MS Access
  • Thorough knowledge of project management techniques and best practices
  • General knowledge of the LME/ MCO business operations
  • General knowledge of applications to include Web based applications, client server applications
  • General knowledge and understanding of databases and database queries using SQL, SAS, Crystal Reports queries
  • General knowledge of principles of accounting and statistical procedures relative to computer applications
  • Excellent critical thinking and analytical problem-solving skills

Education and Experience Required:  Bachelor’s Degree and 3 years of Systems Analyst and application management experience; or graduation from a technical school or community college with a two-year degree in an information technology field and 5 years of Systems Analyst and complex application management experience; or an equivalent combination of education and experience that includes managing complex software applications including client service and web based applications and demonstrated supervisory experience.

Education and Experience Preferred:  Bachelor’s Degree in an information technology field and 3 years of Systems Analyst and complex application management experience, and three (3) years of administrative supervisory experience.

Scrum Master Experience preferred
