Summary/Objective
The Pricing and Market Analyst (PMA) will primarily be responsible for developing and implementing pricing strategies and comprehensive analysis for the Illinois Home Weatherization Assistance Program (IHWAP) in a dynamic team environment. Additionally, the PMA will assist with tracking jobs, processing invoices, and validating costs on projects jointly funded with utilities. The ideal candidate will possess: strong analytical skills, keen attention to detail, a working understanding of economics and market dynamics - ideally from the construction industry, market dynamics knowledge, cost reporting experience, and the ability to collaborate effectively with various departments and stakeholders to achieve objectives.
Helps develop Process and Procedural SOP's to ensure Programmatic alignment with OMB Federal Guidance, Organizational Standards and ROMA goals. Follow all State, Federal, OSHA, weatherization program guidelines, and CEDA policies as they apply to Weatherization Department. This position routinely handles highly sensitive and/or confidential information and will represent CEDA in a variety of capacities. Must demonstrate good judgment, an ability to be approachable and professional, solid problem solving skills, an ability to handle multiple tasks, an ability to be self-motivated and well organized, and maintain strict confidentiality.
Essential Functions
- Conduct a comprehensive annual market analysis for the IHWAP network using a variety of proprietary and industry-based software tools.
- Conduct field visits to conduct time on task studies.
- Conduct market research to stay updated on labor rates, time on task, material pricing, and supply chain issues.
- Analyze construction market trends, pricing, and supply chain considerations to develop effective pricing strategies.
- Understand and comply with IHWAP guidelines, regulations, policies and programmatic procedures.
- Execute daily program functions in compliance with CEDA internal operating policies and procedures.
- Monthly costing and reporting of utility funded energy efficiency programs.
- Attend all training and professional development assigned to ensure the technical integrity, regulations, and compliance of the utility weatherization program.
- Other duties as assigned.

Supervisory Responsibility
This position has no supervisory responsibility.
Work Environment
While performing the duties of this job, the employee works mostly in an office, home office, or
physical office environment that is quiet to moderately loud, depending on the work area.
Employee is required to sit, use hands, stand, stoop, walk, talk, and listen while performing
duties. General office equipment including personal computers, scanners, copiers, faxes, desk and smartphones, and software programs. Occasional travel of distance may be required,
especially suburban Cook County and the City of Chicago, in addition to statewide travel as required. If using a personal vehicle, must have a valid driver’s license, clean driving record, and auto insurance that meets State requirements.

The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Expected Hours of Work/Travel
This is a support level position requiring the exercise of discretion and judgment and is required to work a full time work week, as designated by the CEDA Employee Handbook, with periodic longer hours, including potential evenings, weekends, and odd hours. Occasional travel of distance may be required, especially suburban Cook County. Other travel of distance may be required. Must possess and maintain an applicable Illinois Driver License, clean driving record, and Auto Insurance that meets the State requirement.
Required Education and Experience
- Bachelor’s degree in finance, economics, business, construction management, or a related field. Advanced degree or professional certification (e.g., Certified Pricing Professional) is a plus.
- 2+ years of experience in pricing analysis, construction estimating, financial analysis, or a related field.
Additional Preferred Eligibility Qualifications
- Advanced degree (Master’s or MBA) in a related field or professional certification (e.g., Certified Pricing Professional) is a plus.
- Proficiency in additional data analysis tools and software.
- Experience with the Illinois Home Weatherization Assistance Program (IHWAP) or similar programs.
- Previous experience in a nonprofit or government setting.
