Position Summary:

The Specialist or Senior Specialist, Global Health manages and implements APHL activities related to laboratory systems strengthening in support of the President’s Emergency Plan for AIDS Relief (PEPFAR) and Global Health Security (GHS) initiatives. This position coordinates with applicable partners, including the Centers for Disease Control and Prevention (CDC) and other funders (both at the HQ and country levels), Ministry of Health, and other key stakeholders to identify technical assistance needs for country project activities. The Specialist/Senior Specialist enlists qualified APHL members and staff experts, organizes project teams, monitors overall project performance, and assesses project outcomes. The position's duties include leading and overseeing the implementation of project work plans, writing scopes of work and requests for proposals, supervising country staff, monitoring consultant and vendor contracts, and coordinating all other aspects of designated country programmatic work. The position duties also include reviewing and editing technical reports, writing reports for newsletters and journal publications, organizing advisory committee meetings and participating in project planning. This position is responsible for maintaining communication with project sites, funders and other key stakeholders by telephone, e-mail and direct meetings.

Duties & Responsibilities:

Responsibilities

  • Serve as APHL staff lead for complex multi-million-dollar country portfolios and directs APHL field representatives in country.
  • Provide program management and administrative support to assigned country programs.
  • In consultation with the Funder(s), manages project activities among the ministry of health staff, country laboratory staff, APHL country teams, other partner organizations, and international agencies such as the World Health Organization (WHO) and The Global Fund.
  • Manages key laboratory system strengthening activities in assigned countries, including (but not limited to): orientation and training onclinical and disease surveillance testing services; manages quality assurance program activities; leads development of project activities and training programspresents training on laboratory testing methods, quality management systems and laboratory management. 
  • Supports collaborative efforts with APHL Communications and Marketing to ensure Global Health Program work is featured to targeted audiences.
  • Represents APHL interests during in-country visits, assessments, meetings, trainings, and workshops.
  • Manages APHL member participation in Global Health projects.
  • Develops scopes of work and manages APHL consultants.
  • Manages RFP bids and vendor contract
  • Develop country work plans and budgets for assigned APHL
  • Manages and oversees logistical arrangements and procurement activities for country activities.
  • Develops original content to be published related to assigned projects and member opportunities.
  • Writes articles for APHL publications.
  • Leads communication efforts and administrative reporting for assigned programmatic activities, particularly as it relates to funding requirements.
  • Tracks financial activities and writes corresponding reports for assigned projects.
  • Represents the Global Health Program at meetings and conferences and presents on funded activities, as needed.
  • Other duties as assigned.
Employment Standards- Education and Experience:

Education/Experience:

  • Experience with PEPFAR and project management (e.g. development and oversight of work plans and budgets, report writing, and overall management of funded activities).
  • A Senior Specialist is usually an individual contributor in a specific area of expertise who is accountable for professional functions, projects and/or systems.
  • Work at this level consists of complex projects and assignments that are broad in nature and usually require originality and creativity in applying the knowledge and concepts of the area of specialization.
  • The Senior Specialist works with minimal supervision, typically conferring with the supervisor only on unusual matters, and has appreciable latitude to make decisions concerning how assignments will be carried out.
  • A Senior Specialist may supervise staff or provide guidance to other professionals and administrative staff either in a project management or technical capacity.
  • Work at this level requires that the incumbent possess a substantial knowledge of the principles, practices, and procedures of infectious disease diagnostics as well as proven analytical, research and project management capabilities.
  • This is considered a career level position.
  • The incumbent typically has a bachelor’s degree or equivalent education, and a minimum of five years progressive and relevant experience. An advanced degree may be substituted for work experience.
  • Proficiency in English required; competency in language other than English is an advantage.
Knowledge, Skills, and Abilities:

Knowledge of: Global HIV/AIDS issues, PEPFAR, GHSA, diagnosis of infectious diseases, and project management. Microsoft Office, Word Perfect, PowerPoint, Access database software, email systems.

 

Skills: Skill in the use of Microsoft Office Suite including Word, PowerPoint, Access database software, email systems. Excellent organizational, verbal and written communication skills.  

 

Abilities: Ability to establish working relationships with diverse groups; ability to work independently; organize work projects and complete tasks within assigned timeframes. 

 

Special Requirements: 

  • The candidate must demonstrate the capability to handle multiple tasks under tight deadlines. International and domestic travel (up to 30%) is required. 
APHL Weeks:: APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL. Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
