About the Promoting Agricultural Volunteer Engagement & Support (PAVES) project

The FY24-28 Farmer-to-Farmer (F2F) Program consists of a suite of nine core Leader with Associates (LWA) Cooperative Agreements that have already been awarded. The PAVES project is an Associate Award Cooperative Agreement which coordinates with the LWA implementing partners and assists USAID with various activities.

The PAVES project has two activity components: a sub-award program and a knowledge management component.

Sub-award Program: The PAVES project develops and manages a program of sub-awards to bring in new organizations, test innovative approaches to use F2F volunteers, draw from non-traditional sources of volunteers, address targeted agricultural sector problems, and develop the capacity of organizations to effectively implement agricultural sector volunteer programs. This program enables additional organizations and volunteers to participate in the F2F Program and provides valuable cross-fertilization and learning in volunteer program management and implementation.

Knowledge Management Support: The program of knowledge management supports learning across the global F2F program, including from PAVES sub-awardee activities. Activities involve: a) sharing good practice and lessons learned in volunteer programs; b) organizing workshops and events for F2F staff and stakeholders; c) outreach activities to raise the visibility of the F2F program; and d) evaluating volunteer programs and projects. Management of communications materials, websites, F2F social media, and related tasks are part of this component. Knowledge management activities are conducted in collaboration with the F2F Community of Practice.

Job Summary

As Knowledge Management Support (KMS) Program Manager you will manage and provide technical oversight of the development and implementation of the F2F website; handle regular social media messaging and other outreach activities; organize and/or deliver meetings, events, webinars and trainings; particularly around the organization of F2F thematic committees. You will report to the PAVES Program Director.

Roles And Key Responsibilities

Workshops, Events, and Community Engagement

  • Organize workshops, events, and webinars to support F2F staff and stakeholders, focusing on program implementation, best practices, and capacity enhancement among sub-award implementers and core F2F partners.
  • Organize annual F2F Implementing Partners Meetings (IPMs) and manage all aspects of IPM planning, including session topics, facilitation, and documentation.
  • Collaborate with core F2F implementers to organize a commemoration of the F2F program's 40th anniversary.
  • Coordinate F2F regional knowledge-sharing meetings in at least three regions, collaborating with implementing partners on organizing and funding through the Community of Practice budget.
  • Provide training and virtual events on topics essential for F2F success, such as PERSUAP compliance, communication strategies, and impact storytelling.

Community of Practice Management

  • Lead and facilitate Community of Practice committees and activities, MEL, Outreach, and Recruitment committees, and special projects like studies and evaluations.
  • Support the Outreach Committee in organizing the annual Volunteer of the Year awards
  • Collaborate with the Sub-award Program Manager to assist sub-awardees in engaging with the Community of Practice and sharing insights with the broader F2F community.
  • Update the F2F Manual of Good Practices to provide comprehensive guidance for implementers across all aspects of programming.

F2F Website & Resource Center

  • Maintain and update the F2F website to feature volunteer testimonies and impact stories, highlighting implementer achievements and sharing tools to enhance outreach tracking.
  • Oversee the F2F Resource Center on the website, ensuring all guidance documents, meeting notes, recordings, and templates are current and accessible to Implementing Partners (IPs) & sub-awardees.
  • Develop a searchable platform for volunteer interest forms to streamline recruitment and review processes.

Outreach Activities & Social Media

  • Utilize social media and the F2F website to promote F2F volunteering opportunities, achievements, and international development issues.
  • Develop and implement a social media communication strategy to highlight F2F on significant dates and amplify outreach on IP’s social media channels.
  • Maintain a dedicated page on the F2F website for volunteer stories and achievements.
  • Revise the existing programmatic outreach brochure detailing F2F roles and activities to attract volunteers.

Program Evaluation

  • Coordinate mid-term evaluations conducted by USAID during each cycle of the F2F program.
  • Facilitate meetings and logistical tasks for external evaluation teams in collaboration with USAID and the F2F Community of Practice.

  • Strong communication skills, both written and verbal, with proficiency in social media and digital outreach strategies.
  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.

Preferred Qualifications

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Qualifications

Basic Qualifications

  • Master's Degree in International Development, International Relations, Communications, or Knowledge Management. Additional experience may substitute for some education.
  • Minimum of 5 years work experience in program management is required, with preferably at least 2-3 years working in the area of knowledge management, event coordination, social media management, and community engagement.
  • Experience in managing moderately complex projects.
  • Experience in organizing events, workshops, and managing stakeholder engagements.
