Job Description
CSCI Consulting is looking for SFIS Compliance Analysts to provide SFIS compliance validation and reporting, subject matter expertise, and general SFIS guidance supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP). The SFIS Compliance Analyst will be a working expert in FMFIA, FIAR Guidance, OMB, Standard Financial Information Structure (SFIS) 11.1 Compliance Checklist and other government regulations and requirements related to financial systems and financial reporting. The SFIS Compliance Analyst will work closely with the Audit Compliance Manager as well as other upper-level managers. This collaboration will involve participating in meetings, validating, and documenting system financial SFIS compliance. This is a remote position however the ideal candidate would be in the D.C., Maryland, Virginia region.
Responsibilities 
  • Ensure AMP is auditable on SFIS Compliance prior to any official system or financial audits being scheduled.
  • Ensure the necessary functional requirements for SFIS have been implemented in AMP and align with the U.S. Department of Treasury’s Treasury Direct Disbursing (TDD) process which uses specific elements from SFIS for downstream accounting systems to ensure proper reconciliation.
  • Validate AMP is following the specified business rules for SFIS elements per “SFIS 11.1 Compliance Checklist,” promulgated by the Department of Defense (DoD) Office of the Deputy Chief Financial Officer (ODCFO).
  • Perform SFIS compliance validations and reconciliations with journal sibling reports to include but not limited to obligations & liquidation, pay elements, Army LOAs, and USSGL Accounts by performing account attribute alignment and posting logic testing throughout the system development life cycle in development and test environments, followed by a post-implementation production SFIS validation.
  • Acts as point of contact for SFIS Compliance subject matter within assigned agile team.
  • Assists in creation of CDRLs related to SFIS Compliance community of practice.
  • Ability to learn and take on additional cross functional tasks within the agile team, including documenting design, configuration, and testing system changes requests to correct deficiencies identified during SFIS compliance validations.
Minimum Requirements 
  • This position requires a current Secret clearance. Must be a U.S. Citizen.
  • Bachelor's Degree. 
  • 4-6 years of experience within the federal government, DoD, or Army.
  • Knowledge of the ‘Standards for Internal Control in the Federal Government.’ The standards manual is also known as the Green Book. https://www.gao.gov/greenbook/overview 
  • Knowledge of the Joint Enterprise Baseline (JEB). 
  • Knowledge and experience with Business Enterprise Architecture (BEA). 
  • Knowledge and experience with the DoD Financial Management Regulation (DoDFMR). 
  • Knowledge of DoD Transformation Guidance (as articulated in the Strategic Management Plan (SMP)).  
  • Knowledge and experience with Federal Managers Financial Integrity Act (FMFIA). 
  • Knowledge and experience with Standard Financial Information Structure (SFIS). 
  • Knowledge and experience with Army Line of Accounting (LOA). 
  • Knowledge of Agile Software Development Lifecycle (SDLC). 
Preferred skills 
  • Certification in SAFe for Teams preferred.
