Project:  Navy Financial Operations & Transformation Services

The Department of the Navy (DON) has established a Financial Strategy to better understand and transform financial operations to support warfighters and help the DON achieve its mission. The DON has established an aggressive vision for transformation of its financial management (FM) operations into a premier institution and career destination that is aligned with the Department of Defense Financial Management Strategy FY22-26 and the Secretary of the Navy’s strategic guidance.
The vision animating the DON’s Financial Management transformation efforts is that financial operations are executed in modern Enterprise Resource Planning (ERP) systems using standardized business processes with internal controls tested annually based on risk; the DON budget is transparent and executed with fiscal discipline; Senior leaders have access to accurate and timely financial and logistics data, enabling informed decisions; and the FM workforce is inspired, dedicated, and challenged.

 

The Navy's IT Enterprise Resource Planning (ERP) system governance refers to the framework, policies, and processes used to oversee and manage the Navy's ERP system. This system integrates various business processes and functions such as finance, supply chain management, and human resources into a unified IT platform. Effective governance ensures that the ERP system aligns with the Navy's strategic goals, operates efficiently, and complies with relevant regulations and standards. Key aspects of Navy IT ERP system governance include:

  1. Policy and Framework Development: Establishing policies, guidelines, and a framework for ERP system usage, ensuring that all stakeholders understand and adhere to the same standards and procedures.

  2. Data Governance: Managing the quality, integrity, and security of data within the ERP system, ensuring accurate and reliable information for decision-making.

  3. Compliance and Risk Management: Ensuring the ERP system complies with federal regulations, cybersecurity standards, and internal policies, while identifying and mitigating risks associated with its operation.

  4. Performance Monitoring and Reporting: Regularly monitoring the performance of the ERP system, generating reports, and conducting audits to ensure the system meets its intended objectives and performs efficiently.

  5. Stakeholder Engagement and Communication: Facilitating communication and collaboration among various stakeholders, including IT personnel, end-users, and senior leadership, to ensure their needs and concerns are addressed.

  6. Change Management: Managing changes to the ERP system, including updates, upgrades, and modifications, to minimize disruptions and ensure smooth transitions.

  7. Training and Support: Providing training and support to users of the ERP system to ensure they can effectively use the system and troubleshoot any issues that arise.

By implementing robust governance practices, the Navy ensures that its ERP system supports operational efficiency, enhances decision-making capabilities, and maintains compliance with all relevant standards and regulations.


Skills Required:

  1. Possess executive and strategic communication skills to support Portfolio governance and the ability to develop and publish written documents such as Memos.
  2. Significant program/project management experience to ensure coordination and communication with stakeholders to manage expectations, execute timely status reporting and escalate critical project risks to inform leadership.
  3. Deep understanding of DON structure and ability to communicate and coordinate with both internal and external organizations and stakeholders.
  4. Knowledge of Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process.
  5. Strong understanding of IT systems portfolio management within the government.
  6. Expert understanding of IT governance, strategic communications, and change management.
  7. Experience with IT systems governance processes
  8. Deep understanding of the lifecycle of business systems (i.e., logistics, APSR, and general ledger) and their relationship to OMB Circular A-136. Ability to utilize various applications including, but not limited to JIRA and the Navy’s Deficiency Tracking Tool (DTT), and Microsoft Excel
  9. Understanding of generally accepted accounting principles
  10. Understanding of the financial audit manuals
  11. Experience in audit remediation
  12. Understanding of government auditing standards (yellow book)
  13. Understanding of standards of internal control in the federal government (green book)
  14. Understanding of federal appropriations law (red book)
  15. Understanding of the standard general ledger
  16. Understanding of OMB circulars A-11 and A-123
  17. Technical subject matter expertise and ability to develop and publish written documents such as manuals, policies, SOPs, DTMs, etc.
  18. Ability to travel at least 20% of the time within CONUS
 
Key skills:
  • NAVY  experience 
  •  SAP, and preferably Navy ERP
  •  DoD audit support/audit readiness experience
