Position Summary

EBI Consulting is seeking a full-time NEPA Compliance Specialist, with demonstrated experience in Federal Communications Commission (FCC) NEPA regulations, to prepare and provide quality control for NEPA and NEPA-related services and reports. The successful candidate will have strong technical research and report writing skills, and experience completing QA/QC reviews on report deliverables and proposal writing. The successful candidate will also assist in the development and implementation of NEPA-related training for company staff. Prior working experience in the NEPA regulatory process is required.

 

This position reports directly to the Technical Operations Manager and is a designated remote/work from home based position. To be successful in this position, candidates need to have a home office already established and be comfortable working in this environment. The ideal candidate will be located on the West Coast to support projects in this time zone, but all geographies will be considered.

 

Essential Duties and Responsibilities

  • Complete QA/QC reviews of reports and submissions prior to final delivery
  • Provide technical guidance and mentoring to staff on NEPA-related regulations and report preparation
  • Provide technical direction on projects, including regulatory research
  • Assist with proposal writing for NEPA-related services
  • Conduct project-specific research on applicable regulatory compliance requirements and scientific data
  • Provide suggestions for process improvements and development of efficiencies
  • Occasionally prepare NEPA and NEPA-associated reports
  • Simultaneously manage electronic deliverables on many ongoing projects, as well as complete assignments on-time and within budget
  • Occasionally, travel on short notice (one week or less) will be required

 

Qualifications and Capabilities

  • Bachelor’s Degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, or similar is required
  • A minimum of 7 years professional experience with a demonstrated proficiency in FCC NEPA regulations and compliance services is required
  • Experience with broadband NEPA compliance desirable but not required
  • A working understanding of endangered species/habitat assessments and the Endangered Species Act (ESA) Section 7 consultation process
  • A working understanding of National Historic Preservation Act (NHPA) Section 106 consultations process
  • Experience with the Clean Water Act Section 401/404 permitting requirements and performing wetland delineations is desirable but not required
  • Experience in interagency/interdisciplinary coordination is required
  • Excellent skills in technical writing and verbal communications
  • Demonstrated attention to detail, organization, and the ability to manage multiple competing deadlines effectively
