Your missions

Responsibilities:

  • Develop and implement federal government Procurement Management Review (PMR) program, including strategic mission, vision, goals, functions, roles, and responsibilities.
  • Engage with stakeholders to gather requirements, provide updates, and ensure their needs are met throughout the project.
  • Implement continuous improvement processes to refine and enhance the PMR program.
  • Create and maintain communication plans to keep all stakeholders informed of project progress, changes, and expectations.
  • Identify potential risks and develop mitigation strategies to address them.
  • Prepare and present regular status reports to senior leadership and stakeholders.
  • This role must have prior consulting experience (federal government consulting is a plus).
Qualifications:
  • Minimum of 3 years of consulting experience required
  • Experience conducting organizational assessment and change impact assessment
  • Experience with stakeholder engagement and management
  • Experience with large meeting facilitation for leadership groups
  • Understanding of change management methodologies
  • Experience building toolkits for leaders to facilitate change management
  • Experience with process improvement initiatives, including developing process maps using tools like Visio
  • Exceptional visual communication & design skills, including use of Canva and PowerPoint (work samples will be required)
  • Experience designing employee and customer surveys

 

Desired Experience:

  • Change Management Prosci Certification
  • Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • Knowledge of Federal Acquisition Regulations
  • Knowledge of the procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts.
  • Experience with cost/price analysis techniques used in evaluation of contractor proposals, change order proposals and to conduct negotiations.
  • Experience with various types of contracts, including firm-fixed price, firm-fixed price with economic price adjustments, and cost reimbursement; and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items, and special provisions.
  • Knowledge of the market and sources and experience identifying offerors in specific socio-economic categories eligible for set-asides. Experience monitoring contractor performance and compliance with all terms and conditions of the contract.
  • Technical skills required include knowledge and prior experience working in accordance with the FAR (preferred experience with HHSAR, PGI, and other HHS or related ACF or equivalent Federal / DOD agency documents). Experience conducting PMRs of formal contracts, task and delivery orders and Simplified Acquisition Procedures.
Pay Range: USD $100,000.00 - USD $125,000.00 /Yr. EEO:
