Introducing the role
Zinc seeks a MEL Manager for a forthcoming USAID-funded program that will strengthen information integrity and resilience across the Sahel by investing in key local actors such as fact checking organizations, investigative journalists and data scientists at the country and regional level. The program will operate in Senegal, Burkina Faso, Chad, and Mauritania. This position is contingent upon award.
The MEL Manager will be responsible for the implementation of all program MEL activities, including data collection, monitoring, analysis, reporting, and providing additional support as needed. The MEL Manager will be responsible for drafting, managing, inputting into and reporting using a Comprehensive Monitoring and Evaluation Plan (CMEP). They will support information management, including developing program indicators, capturing data and results, and will help the Chief of Party (COP) report on the status of the program and progress toward achieving key results. Additionally, the MEL Manager will ensure accountability of project and capture and share data-driven learnings.
The MEL Manager should have demonstrated experience working with civil society and independent media, preferably on topics related to information integrity, civil society and media strengthening, and combatting corruption in at least one of the countries named above.

Responsibilities include:
· Designing and driving MEL system for the project, ensuring data is used for adaptive management
· Implementation and regular updating of project data and MEL systems and processes
· Ensuring that MEL protocols are in place and adhered to for all program activities, effectively measuring agreed outputs, outcomes, and the project’s impact
· Closely coordinating with the larger Zinc MEL team of experts based at HQ
· Overseeing engagement with project beneficiaries and partners to ensure that the project is collecting feedback and accountable to those it serves – ensuring feedback loops are integrated into the project through establishing processes and systems for accountability
· Overseeing data collection, management, analysis, and reporting for inclusion in quarterly reports and other project documents
· Ensuring information is collected and entered accurately into relevant databases
· Analysis of indicator results and provision of advice on strategies to improve project performance
· Developing learning agenda and ensure ongoing capturing and sharing of learning
· Updating data and documents within Zinc's internal systems for project planning, reporting, and knowledge management
· Providing ongoing MEL training for other project staff, including on data collection, survey protocols, data quality, etc.
· Supporting the COP to facilitate internal and external communications about project results against agreed indicators
· Alerting the COP in the case of concerns regarding the integrity of project data or practices
· Ensuring the project meets high standards for performance and integrity that comply with Zinc Network’s processes, policies, and procedures
Requirements
What we need from you:
· Bachelor's degree and at least seven (7) years' experience leading monitoring, evaluation, accountability, and learning activities on international development programs
· Deep knowledge of USAID's MEL requirements, frameworks, and approaches
· Demonstrated ability to work effectively with civil society, media, government officials, influencers, the private sector, donors, and other stakeholders
· Demonstrated leadership, versatility, and integrity
· Professional level of oral and written fluency in the French and English languages
· The right to work in Senegal, where the project will be based.
