Introduction
The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.
PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Estates teams, Serjeant at Arms and Black Rod’s office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders.
The Role
The PSD Team Services function leads on the delivery of corporate and cross-departmental support services for the Parliamentary Security Department acting as the intermediary between the department and the corporate centres of both Houses.
This new position, Business Planning and Performance Manager, will play a pivotal role in supporting the Business Management Director managing the delivery of PSD’s corporate governance and monitoring strategic delivery. The postholder will have a high degree of autonomy and will be able to use their personal impact, credibility and influence to advise and direct others. They will use their strategic insight to identify issues and opportunities to improve the performance of their area within the Team Services function.
This is a role where no two days are the same and it provides unique opportunities to work collaboratively with a range of senior stakeholders across both PSD and both Houses to help teams deliver against strategic and operational priorities. A good understanding of Parliament’s corporate governance and reporting structure would be advantageous, a security background is not essential for this role.
This post holder is line managed by the Business Management Director and has line management responsibility for two direct reports – Business Continuity Manger and Performance and Reporting Lead.
Some of the responsibilities for this role include:
- Lead on the day-to-day management of performance and reporting activity within PSD, including: corporate reporting, monitoring delivery of business plans, business continuity planning, health & safety.
- Support the Business Management Director in ensuring the smooth and effective development of department and team business plans and performance measures.
- Support the Business Management Director in delivery of the assurance process through collation of supporting evidence for annual reporting - developing monitoring activities, sharing insights and best practice across the PSD team and gathering evidence to support self-assessment.Work with PSD leadership team to identify areas for improvement and monitor progress and delivery.
- Responsible for developing and maintaining appropriate monitoring and tracking processes to provide updates on progress of Team and Department Delivery Objectives and KPIs, supporting the celebration of success and ensuring prompt escalation where delivery is at risk.

- Demonstrates excellent oral and written communication skills explaining complex information in a meaningful way to the receiver. Experience of drafting effective, clear and accurate papers and policies.
