Job description

We are seeking an experienced ePACS Strategic Implementation Consultant to partner with NOAA in advancing its enterprise Physical Access Control System (ePACS) strategy. In this part-time, high-impact role (10 hours per week), you will leverage your expertise to develop strategic plans, benchmarks, and resource assessments that drive the successful implementation of a secure, efficient, and federally compliant ePACS framework.

What You’ll Do

As the ePACS Strategic Implementation Consultant, you will:

  1. Design the Roadmap: Develop a comprehensive implementation schedule that defines clear goals, timeframes, and deployment priorities for NOAA’s ePACS system.
  2. Resource Alignment: Conduct a high-level resource assessment to identify the magnitude of effort required to execute the ePACS implementation plan.
  3. Set the Benchmark: Identify and apply up to three federal or industry benchmarks to ensure PACS implementation adheres to best-in-class standards.
  4. Prioritize Facilities: Establish evaluation criteria to determine which NOAA complexes must adopt ePACS, based on facility size, type, function, and criticality.
  5. Identify Success Drivers: Recognize external opportunities, such as integration with DoD systems or other NOAA platforms, to enhance efficiency, streamline provisioning, and maximize operational benefits.

You are a highly experienced professional with:

  • PACS Expertise: A strong background in enterprise-level Physical Access Control Systems, including deployment strategies and federal compliance.
  • Strategic Planning Skills: The ability to define clear schedules, resource needs, and success criteria for PACS implementation.
  • Analytical Insight: A talent for identifying benchmarks, external drivers, and opportunities that influence implementation success.
  • Federal Standards Knowledge: Familiarity with NIST, GSA, and DoD guidelines related to security and access control.
  • Communication Mastery: Exceptional skills in articulating plans, presenting to stakeholders, and influencing decision-making.

Minimum Qualifications:

  • Degree in IT, Engineering, or a related field.
  • 5+ years of experience implementing PACS or similar enterprise-level security systems.
  • Experience with federal agency security policies and standards.
  • Strong analytical, organizational, and problem-solving skills.

Preferred Qualification:

  • Certifications such as PMP, CISSP, or equivalent.
  • Experience integrating PACS with federal platforms (e.g., DoD systems).
