Job description

Summary

As a Technical Advisor, you will provide strategic direction, policy development, and analytical requirements for Federal Acquisition Institute information technology systems and projects, adhering to policy and overall program objectives in accordance with business initiatives.

Location of position: This is a remote position within GSA, Office of Governmentwide Policy, Federal Acquisition Institute.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Provide strategic support to the Federal Acquisition Institute (FAI) Technology Program Manager (PM) that includes but is not limited to supporting strategy and implementation of FAI’s acquisition workforce management systems.
  • Monitor and track tasks for FAI systems and technology projects.
  • Apply a wide range of qualitative and/or quantitative analytical methods or processes to assess and improve program effectiveness.
  • Develop, track, and execute system metrics for performance measures to assess program effectiveness.
  • Facilitate adoption of business process re-engineering efforts.
  • Engage and monitor the FAI Acquisition Career Manager (ACM) Community of Practice (COP). Prepare communications for stakeholders. Identify opportunities to increase stakeholder buy-in and engagement.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $122,198 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

The salary shown in this announcement includes locality pay. The locality pay will be determined once selectee's duty location has been established.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience providing strategic direction, policy development, and analytical requirements for federal acquisition information technology systems and projects; monitoring and tracking systems and technology projects; applying a wide range of qualitative and quantitative analytical methods or processes to assess and improve program effectiveness; analyzing the development, tracking, and execution of metrics for performance measures and assessing mission effectiveness, this includes reporting and defining metrics; facilitating business process re-engineering efforts; and presenting recommendations to higher authority, negotiating policy, and representing the agency on taskforces.
