Job description

Summary

As a Transportation subject matter expert, you will identify, respond, and resolve various situations relating to GSA's supply chain and movement of customer orders world-wide, especially movement via the Defense Transportation System.

Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Office of Supply Chain Management (SCM), Supply Operations Division. The duty location of this position will be determined upon selection.

Duties

We are currently filling one vacancy, but additional vacancies may be filled as needed.

You will be responsible for the following duties:

  • Serves as Supply Chain Operations Division expert providing technical advice and assistance to Management and is responsible for the movement of freight commodities both within and between CONUS and US possessions and territories. Serves as key coordinator in the export process.
  • Assists management in planning and conducting activities for rate analyses and studies on the movement of commodities on a worldwide basis including those which will lead to transportation service negotiations for agreements with carriers and carrier committees.
  • Determines the need for and recommends establishment of transit agreements and procedures. Incumbent furnishes shipping advice and rates to internal and external Global Supply customers.
  • Responsible for collaboration with Global Supply contracting officers and buyers for evaluation of transportation costs related to procurement actions.
  • Collaborates with partner agencies and industry in developing proper classification description, packing, loading, storing, marking and minimum weights and billing methods in connection with the worldwide shipment for Global Supply activity.
  • Resolves problems related to expedited delivery, freight forwarding, location of material under tight time frames at various stages of shipment.
  • Provides the leadership necessary to maintain an effective and productive workforce and to affect a continuous flow and exchange of information among employees. Initiates appropriate work assignment adjustments whenever staff or workload fluctuations occur to ensure the maintenance of an effective and efficient operation.

  • US Citizenship or National (Residents of American Samoa and Swains Island)

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Noncareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year supervisory or managerial probationary period, if required

GS-13:

The GS-13 salary range starts at $103,409 per year. Locality pay will be determined once the selectee's duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience collecting data from various sources; managing studies; and conducting analysis to identify trends, strengths and opportunities that will result in approved processes and programs in the transportation arena or similar supply chain components. This experience must include effectively communicating and presenting the decision-making process and conclusions that effect positive change and to a variety of different audiences.
