Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

The VECTRS Manager will oversee the implementation of the service as well as the day to day operations of a multidisciplinary team of technical, clinical, and clinical support staff in the integrated delivery of virtual emergency health services in a state-of-the-art communications centre setting, service the entire province. The Manager will inspire and lead health services staff within the centre to embrace and adopt integrated, patient-centred care pathways, focusing on serving the right patient with the right resources in the right location. They will provide service-delivery focused operational management to clinical communications centre staff, partnering closely with the medical group, ERS senior leadership, and internal and external stakeholders to support patients in accessing required health services.

The VECTRS Manager will:

  • Plan, coordinate and evaluate systems to provide safe, effective and efficient virtual care in collaboration with all service delivery organizations (SDOs), and federal health facilities within the province.
  • Liaise with provincial and federal health facilities, service delivery organizations, community program partners and indigenous communities.
  • Develop and manage an adaptive and collaborative team of clinical professionals with a culture of client service.
  • Manage the provision of virtual emergency care and transfers across the province including coordinating and allocating appropriate transport resources across a network of service delivery locations.
  • Integrate and manage support services for ERS, including administration, program planning, implementation of quality improvement, risk management and utilization management systems.
  • Work with Shared Health senior leadership to develop, manage, evaluate and ensure compliance with provincial clinical services standards, legislation, professional standards of practice, applicable code(s) of ethics, education and research within the program.
  • Develop, recommend, implement and evaluate key performance indicators related to service delivery.
  • Collaborate with key stakeholders to ensure safe, effective and appropriate client care through a clinical quality and patient care lens that will shape an environment for clinical and service excellence.
Experience
  • 5 years of progressive management experience leading a broad spectrum of health services in a large, publicly funded health services delivery organization including:
    • 3 years of direct clinical services delivery across one or more assigned clinical areas of healthcare such as:
      • Emergency Response Services.
      • Medical Dispatch/Communications centre.
      • Acute inpatient, specialty care and complex ambulatory settings.
      • 2 years of management experience leading a clinical team within a unionized environment.
      • 2 years of experience implementing program planning, development and evaluation.
Education (Degree/Diploma/Certificate)
  • Post-secondary diploma or degree in a relevant health discipline from an accredited education institution.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
  • Active member in good standing with an associated regulatory body as appropriate.
  • Valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
  • Enhanced Level Two Security Clearance from Winnipeg Police Service.

  • Demonstrated mid-senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Relevant professional regulatory requirements.
  • Scope of practice as documented in the Regulated Health Professions Act.
  • Manitoba Emergency Medical Response and Stretcher Transportation Act.
  • Manitoba Highway Traffic Act.
  • Personal Health Information Act (PHIA).
  • Freedom of Information and Protection of Privacy Act (FIPPA).
  • The Health System Governance and Accountability Act.
  • Other applicable legislated acts.
  • Shared Health clinical protocols, care maps and associated documents.
  • Other applicable Shared Health policies, procedures, guidelines and directives.
  • Indigenous cultural competence and safety.
  • Proficient and/or experienced in:
    • Working with individuals from diverse cultural, social and ethnic backgrounds.
    • Use of Shared Health ERS and Digital Health technology (e.g., EDIS and Oculys), software programs, and equipment.
    • Communicating in multiple languages, including local Indigenous languages and other languages commonly spoken in the service area is considered an asset.
Physical Requirements
  • Must be able to work safely in a computerized office environment.
  • Attend meetings virtually and in person, as required.
  • Ability to lift and carry items of up to approximately 10 kg.
  • Manage frequent interruptions and respond to questions from senior leadership/executives, and partner organizations.
  • Dedicated and focused time for planning and concentration can be scheduled.
