Amida is currently looking for an experienced and proactive Bid and Proposal Manager to join our team in Washington, DC, hybrid, or remote. In this role you will have a key strategic role within Amida's Business Development department and report to the Director of Content and Capture. The successful candidate will lead and manage the development of high-quality, compliant, and compelling proposal responses for a range of data-centric clients in the public sector.

Key Responsibilities

First 3 Months:

  • Onboarding and Process Familiarization:
  • Understand Amida's proposal process and tailor it with the Director of Content and Capture
  • Familiarize yourself with crucial procurement sites like SAM.gov, GovWin, and GSA eBuy
  • Shadow and support the development response process for federal and state procurements.
  • Support the implementation of the RFX Automation Tool and Training Development
  • Proposal Development via Shipley Methods:
  • Support the development of proposal strategy, including win themes, differentiators, features, benefits, and graphics
  • Develop and deliver a proposal response plan, including calendar, outline, shell files, and initial population of content
  • Ensure compliance with RFP requirements in all proposal sections
  • Prepare and facilitate Go/No-Go Gates and Kick-Off meetings for SME Writing, Red Team, and Gold Team reviews
  • Issue writer's packages and manage content development assignments
  • Establish ownership of response production and submission, whether hard copy delivery or electronic (email/portal)
  • Facilitation and management of Demos, Orals, Scripts, BAFO, and clarification requests
  • Organize and record lessons learned, prepare a transition plan, and conduct a white hat review
  • Orchestrate lessons-learned session(s) after submission to ensure continuous growth in all proposal development processes
  • Team Integration and Coordination:
  • Integrate efforts of planning/engineering staff with proposal staff
  • Plan and support pre-release proposal activities
  • Support the management of enterprise-wide portals for state, federal, and commercial clients, including commodity codes, procurement notifications, and other required deliverables such as fees, certificates of insurance, etc.

First 6 Months

  • Advanced Proposal Management:
  • Lead the preparation and delivery of comprehensive proposal sections, plans, and specifications
  • Coordinate approvals for corporate commitment statements and any exceptions
  • Populate the Opportunity Pipeline from Capture through Contract Award/Signature/Transition to Service Delivery and prepare detailed status and KPI reports
  • Stakeholder Engagement:
  • Conduct quarterly lessons learned de-briefs with proposed resolutions to identified gaps/issues
  • Form response teams, facilitate meetings, and lead solution sessions with Chief Architect
  • Provide constructive feedback to stakeholders and analyze current processes to ensure effective collaboration
  • Compliance and Quality Assurance:
  • Develop, validate, and deliver compliant documents via a defined compliance review process
  • Ensure all proposals meet legal and regulatory standards

First 12 Months

  • Leadership and Continuous Improvement:
  • Independently lead multiple concurrent highly differentiated proposal responses
  • Continuously evaluate federal and state programs and market trends
  • Continue to gain in-depth knowledge of Amida solutions and value proposition
  • Process Optimization and Innovation:
  • Apply Program/Project Management principles and concepts to Amida's proposal process (WBS, PWS, SOW, SOO, RACI, Risk Management)
  • Seek ways to integrate AI, tools, and automation into the response development lifecycle
  • Team Leadership and Development:
  • Manage various stakeholders to complete tasks and milestones on time and within budget
  • Lead partner communications and coordinate the management of external teaming partner stakeholders with the Director of Content and Capture and Senior Director of Business Development

Required Education

  • Bachelor's degree in English, communications, technology, or similar field, in lieu of a degree applicant may have 10+ years of response development lifecycle experience in a similar role

Required Experience

  • 8+ years of experience in developing, managing, and leading complex federal and state IT contract proposals, including State Medicaid and CMS Final Rule market analysis

Required Skills

  • Familiarity with procurement sites and enterprise-wide portal management (SAM.gov, GovWin, GSA eBuy) and Federal Acquisition Regulations (FAR)
  • Expertise with RFX Automation tools and response development applications (SharePoint, Adobe, Adobe Creative Suite, Microsoft Office suite, Salesforce) and project management principles (WBS, PWS, SOW, SOO, RACI, Risk Management)
  • Proven ability to independently lead multiple concurrent proposal development efforts and provide cadenced updates to leadership
  • Experience forming teams, facilitating meetings, leading solution sessions, and providing constructive feedback
  • Experience extracting and incorporating win themes derived from procurement requirements into winning proposal responses
  • Proven ability to manage various stakeholders, including federal and state procurement officers and external teaming partners
  • Excellent verbal and written communication skills
  • Strong organizational, time management, prioritization, and decision-making skills with exquisite attention to detail
  • Solid analytical and problem-solving skills, with the ability to work effectively in a team setting
  • Experience developing, validating, and delivering compliant documents based on federal and state procurement requirements
  • Comfort and experience proactively conducting research and continuous evaluation of federal and state programs
  • Strong commitment to quality in all proposal activities
  • Formal proposal training and relevant certifications (e.g., APMP, Shipley)
  • Ability to derive and develop original technical and non-technical content in collaboration with SMEs
  • In-Depth Knowledge: Aptitude and interest in obtaining an in-depth knowledge of Amida solutions and value proposition.

Preferred Skills

  • Project Management Certification - PMI-PMP
  • Experience with SWOT, Black Hats, and other competitive intelligence methodologies
  • Procurement portal management for state, local, federal, and commercial responses
