Job Brief

Location: Remote with in-country inputs to Port Moresby, Papua New Guinea

Program Background

The Incentive Fund is a flagship program for the Australian Government that has delivered critical infrastructure to under-served communities across Papua New Guinea.

The Incentive Fund Phase 5 (IF5) commenced in July 2023 and runs for an initial four years. IF5 represents the next phase of Australia’s long-term investment in essential social and economic infrastructure in Papua New Guinea, through a mechanism that has established its development effectiveness over two decades of operations. As with previous phases, the IF5 will deliver a competitive and high-quality grant finance mechanism that provides an incentive for communities to engage more purposefully and effectively in development.

The Role

The PEA Specialist will work with Incentive Fund Phase 5 to develop effective ways and means of integrating political economy analysis into the Incentive Fund’s grants application and management processes. This will include leading the development and implementation of a ‘light touch’ PEA Strategy and Toolkit for use by Incentive Fund personnel and relevant stakeholders.

  • On time delivery of quality program outputs
  • Responsiveness to requests from the Team Leader throughout the tenure of the program
  • Effective identification and management of risks, governance and compliance to achievement of program goals and principles relating to safeguards


Roles and Responsibilities

Core technical role

  • Lead the development of an IF5 Political Economy Analysis Strategy and Toolkit to ensure integration of sound PEA principles and practices in all grant making activities.
  • Support the establishment of, and effective working relationship with, partner organisations responsible for project design, delivery and management.
  • Working collaboratively with the IF5 team, provide advice on political economy issues during activity design and implementation stages.
  • Participate in project risk assessments during the development of new activities
  • Coordinate closely with the Sustainability Adviser and other Incentive Fund short term advisers and program personnel to ensure risks and issues are well-integrated with project strategies and approaches
  • Coordinate closely with the MERLA and Communications team to ensure PEA issues and considerations are well-integrated within activity MEL frameworks and communications materials.


Program Performance

  • Responsibility for quality assurance of PEA-related outputs and outcomes to meet performance requirements agreed with DFAT.
  • Contribute to the MEL framework and ensure that records of information are maintained as required for the MEL of the program.

About You

Selection Criteria

General

  • Advanced tertiary qualifications in political or social science
  • Extensive experience conducting sectoral and local-level political economy analysis, and developing PEA strategies and tools
  • Extensive experience in conducting PEA in PNG
  • Proven track record of identifying risks and implementing effective mitigation strategies
  • Strong abilities in stakeholder engagement and management, preferably in the Pacific and PNG context
  • Ability to collaborate and work effectively with remote stakeholders
  • Ability to work to deadlines and produce quality written deliverables, conveying complex information in a manner easily understood by non-experts

  • Strong commitment to addressing gender, disability, inclusion, safeguards and climate change related issues
